The Department of Transportation was formed shortly after Hawaii became a state in 1959. Its three main divisions, Airports, Harbors and Highways, are supported by nine departmental staff offices. These are the Community Affairs, Special Compliance, Civil Rights, Statewide Transportation Planning, Personnel, Business Management, Computer Systems & Services, Contracts, and Program, Planning & Budgeting offices.
