Electronically at Grants.gov
Applicants to NOAA grant programs should now apply online. The NOAA Restoration Center strongly encourages applicants to use the Grants.gov website to submit applications electronically. The only electronic applications that will be accepted are those submitted through the Grants.gov system. Grants.gov is the primary application method for Community-based Habitat Restoration Project grants, Community-based Marine Debris Prevention and Removal Project grants, Open Rivers Initiative grants, and the Great Lakes Habitat Restoration Partnership funding.
Applicants that wish to submit electronically must first complete the registration process with Grants.gov. This process takes about two weeks. You may not be the correct person in your organization to begin this process. Your organization will need to be registered with the Central Contractor Registry (CCR) and designate an E-Business Point of Contact if they have not done so already. The E-Business POC will assign Authorized Organization Representative (AOR) rights to those individuals who will have the ability to submit grant applications through Grants.gov.
Registration Steps
- Identify your organization’s DUNS Number: DUNS Assistance http://fedgov.dnb.com/webform (1-866-705-5711)
- Register your organization with the Central Contractor Registry (CCR) and designate an E-Business Point of Contact if not done previously http://www.ccr.gov (1-888-227-2423)
- Register with the Credential Provider (ORC) to receive a username and password. You will need to use your organization’s DUNS Number to access the ORC website at http://apply.grants.gov/apply/OrcRegister
- Register with Grants.gov to open an account using the username and password you received from ORC.
- The E-Business Point of Contact (POC) at your organization must respond to the registration email from Grants.gov and login at Grants.gov to authorize you as an AOR. Please note that there can be more than one AOR for an organization.

NOAA Grants Online
Full implementation of electronic grant submission and servicing is a two-phase process which uses Grants.gov and NOAA's Grants Online system. You can use Grants.gov to find and apply for Federal government competitive grant opportunities.
Grants Online is the system NOAA uses to accept applications from Grants.gov and route them to the proper competitive program to review, process, and administer. More importantly, Grants Online handles all the Financial and Progress Reporting, No-Cost Extension requests, and reprogramming once a grant has been awarded.
