Technology Changes and Bandwidth Issues


The technology to transmit interactive video has moved towards desktop units with connection speeds of at least 128 Kbps. Over the past few years, the technologies have become rather inexpensive with an ISDN-based desktop costing under $5,000 and a complete POTS-based system costing about $500. 

At lower bandwidths, however, there can be serious loss in picture quality, particularly with movement. The impact that this has on the actual consultation has yet to be determined.

The current unofficial standard for telepychiatry consultations was developed by Cukor and Baer, at the Harvard Telepsychiatry Program. They suggest that 128 Kbps transmission rates, at 15 frames/sec and FCIF resolution (288 x 352 pixels) can be used reliably for administering some psychiatric rating and screening scales.
