Added a new data set for the USDA South West Water Research Center and exposed unsorted/unprocessed data sets as requested by ARIA users.

• Old 1:24,000 tile DEM - not processed
• Old 1:250,000 tile DEM - not processed
• NED DEM - not processed: image formats and metadata are not sorted out
