Caregiver Leave for Trainees Policy for FY 2007

 As discussed at the June 2007 Training Conference, the National Library of Medicine (NLM) is implementing a pilot within our training programs to provide additional support for grantees with child/ dependent care needs. This pilot will last for the first 2 years (2007 and 2008) of your new T-15 training award.

bullet   Extended Unpaid Leave for birth or adoption of a child
 The NLM Training Program Director may approve extended leave up to 60 days for maternity/parental care leave, in accordance with the grantee institution’s leave policy. The grantee institution’s leave policy must provide at least 60 days of leave coverage to those in comparable positions, regardless of the funding source.

Next Steps: If your organization will offer this, we request that you announce it to your current trainees, and include information in your training program materials for the coming year. Since this is an extension of the existing 30 day parental leave benefit, the current process for granting such leave will be used.

For the 2 years of the pilot, NLM requests that annual progress reports include an item that reports the use of the parental leave benefit, both standard and extension.

bullet   Extended Paid Leave for caregivers
 When a caregiver who has taken leave to care for a child or sick family member has exhausted available sick leave and paid leave, the NLM Training Program Director can permit an additional extension of leave with half-pay for 30 days, in accordance with the grantee institution’s leave policy. The grantee institution’s leave policy must provide such leave coverage to those in comparable positions, regardless of the funding source.

Next Steps: If your organization will offer this, we request that you announce this information to your trainees, and include information in training program materials for the coming year. Requests will be handled using the current process. NLM asks that annual progress reports include an item that reports the use of this extended paid leave benefit.

bullet   General Notes Regarding the Above Proposals
  • Policies apply to both women and men as well as to married and single care-givers.
  • Children up to 12 years of age are considered to confer eligibility for these benefits subject to laws of the state governing the minimum age at which children may be left unsupervised.
  • Requests to use the extended care-giving benefit for care of sick relatives outside the immediate family may be considered by the Training Director on an individual basis.
  • Pre-doctoral and post-doctoral NLM trainees are eligible.
