Roxanne Andrews, Ph.D.
Roxanne Andrews, Ph.D., is a Senior Service Fellow with CDOM, where she conducts research using the Healthcare Cost and Utilization Project databases. She has used administrative data for over 15 years to study health care costs, utilization, quality and access. Her research has focused on special populations including ethnic minorities, women, people with AIDS, the disabled and Medicaid enrollees.
Dr. Andrews was formerly Deputy Director, California Office of Statewide Health Planning and Development where she directed a division that conducts research on California's health care system and develops performance reports on the quality of California hospitals.
Dr. Andrews' work has appeared in Health Affairs, Health Services Research, Health Care Financing Review, Journal of Acquired Immune Deficiency Syndromes, and Ethnicity & Disease.
