Beyond the present city edges are vast landholdings designated as "Reserve Areas" that offer long range potential for accommodating new housing and jobs. As part of the Comprehensive Plan vision for guiding the development of such areas, the Planned Communities Criteria [pdf, 6.9MB] contain design and development policies and establish organizing principles and submittal requirements for land use, open space and infrastructure planning of integrated new communities. The criteria represents a visionary guide to the decades long development of west side communities and Mesa del Sol to the south.
