 number depending on the definition of TDR used.
 Sixteen of these are in the Northeast. Even though some of
 these programs apparently satisfy their designers, almost no rights
 have been transferred after the programs were in place. This paper
 reviews the experience gained in programs based on transfer of
 development rights and attempts to identify ways to make such
 programs more effective. The method of analysis focuses on program
 designs in trying to relate specific
 features of design to alleviation of the various problems
 associated with farmland conversion.

 Abstract:  This article conceptualizes the effects of suburban
 population density and land speculation on agricultural
 production choices, prices, and profits. A dual profit
 function model and a system of reduced-form price equations are
 used to estimate these effects for New Jersey. Results
 show that vegetable production is the only subsector to
 benefit from suburbanization, while livestock is the most
 adversely affected. Suburbanization reduces responsiveness to
 agricultural prices and discourages captial and land use. The
 overall impact on profits is positive when capital gains on land
 are included. Policy implications for farmland
 preservation and "right to farm" legislation are discussed.

 Abstract:  Extract: Michigan and Wisconsin recently instituted
 farmland preservation programs that offer farmers property tax
 relief in exchange for development rights agreements. Both
 states base their tax relief schemes on the circuit-breaker
 principle, but use different formulas. Income and property tax data
 for a sample of Wisconsin farmers are used to compare the impacts
 of the two formulas on the progressivity of the
 property tax for farmers. Although the Wisconsin formula does a
 better job of concentrating relief on low income farmers, the more
 generous Michigan program reduces farm property tax regressivity

 Abstract:  Extract: A 1982 survey of Alabama farmers and
 landowners sought opinions about protecting agricultural land from
 conversion to urban and industrial uses. Farmers
 recognized the seriousness of the problem, supported
 regulatory action, and felt there was a general feeling of
 responsibility toward society on the part of landowners.
 Current use-value assessment was the only one of seven
 specific farmland protection strategies that received clear
 acceptance. Attitudinal dimensions, farm characteristics, and
 personal attributes were used to predict support for specific
 strategies. Respondents' overall orientation toward government
 involvement in farmland protection was the best predictor of the
 various approaches. Younger farmers tended to be more
 amenable to protection measures. Older landowners and
 landowners with higher incomes were less favorable toward
 government involvement in the land market.

 Abstract:  Finding suitable sites for new agricultural
 facilities and protecting established sites from an
 increasingly well organized and well informed public has
 become a major concern for many commodities. The California Turkey
 Forum was developed into a nonprofit corporation whose mission was
 to abate nuisance complaints stemming from turkey production in
 California. The forum was organized with simple by-laws designed to
 allow broad representation from the
 industry and allied industry. Interaction was established with the
 County Board of Supervisors and Health and Environmental Agency
 people to address situations before they became
 problems. Nuisance complaints were resolved by the exertion of peer
 and financial pressure on producers. The forum has

 "nonmarket" services to the Commonwealth, including wildlife
 habitat, scenic vistas, and recreation. This study utilizes an
 iterative bidding game to estimate willingness-to-pay of
 residents of three central Massachusetts counties to preserve state
 agricultural land. Through the use of these data,
 estimates of the value of these nonmarket amenities are
 derived so that a fuller measure of the value of agricultural land

 valuation policies toward relatively more favorable rates on higher
 quality lands not only conforms with basic
 conservation principles but also helps resolve the incongruity
 between farmland preservation as a policy goal and the often
 contradictory results of tax assessment practices. These
 findings suggest a revived and revised role for differential
 assessment as a means of promoting a more orderly transition in the
 conversion of farmland and as a more formidable means of conserving

 Abstract:  Extract: In 1970 Washington enacted the Open Space Tax
 Act to preserve and conserve agricultural and open space lands
 through a differential assessment program. Low
 participation in the program produced extensive amendments to the
 law in 1973. Current-use assessments are based upon the
 capitalized, earning capacity of the property. Eligibility
 criteria include parcel size, land use, and agricultural
 income requirements in some cases. Rural land must be enrolled in
 the program for a minimum of ten years. Withdrawal from the program
 results in a rollback tax plus interest. Without
 proper notification, withdrawal can also result in an
 additional penalty equal to 20 percent of the rollback tax.

 important questions assciated with the preservation of land for
 farming and other rural uses. First, we detail more
 carefully the effects of urban expansion on farming and other rural
 activities. Second, we address, from a national and
 regional perspective, the question, Why preserve farmland? and
 review some of the state and local approaches to farmland
 preservation. Finally, we consider a central question in rural land
 preservation: Who pays? Is the cost of preservation

 Abstract:  Extract: A conference on Protecting and Preserving Rural
 Land Use in Virginia produced twelve papers, ten devoted to land-
 use policy and two to water policy. For the
 proceedings, the papers are presented in four subsets: land-use
 issues, case studies and methods, and water policy. The available
 supply of cropland, the impact of an expanding
 metropolis on an urban-fringe locality, and the way changes in
 culture impact land are discussed as issues. The case studies
 examine the transferable development rights program of Calvert
 County, Maryland; the development rights purchase program of
 Suffolk County, New York; and the development of differential
 taxation and tax-relief programs by states. Among the methods
 examined are zoning, transferable development rights,
 purchases of development rights, and timing and placement of
 utilities. The problems of changing water law from the
 Riparian Rights Doctrine to an alternative system and of
 implementing areawide water quality programs are discussed.

 Abstract:  Extract: Recent reforms have increased the social
 security tax burden on farmers and other self-employed
 workers. Some farmers are able to reduce their social security
 taxes by shifting their savings from farm to nonfarm
 investments, adjusting their use of debt, renting farmland to and
 from others, changing their hog- and cattle-raising
 practices, and incorporating their farm businesses. Each of these
 tax reduction methods can result in a misuse or
 misallocation of resources. Economic efficiency could be
 improved by changing the social secuity tax structure to
 eliminate existing incentives for the use of these tax-saving but
 inefficient business practices.

 Abstract:  Extract: Agricultural land use rights have become
 increasingly complex following new policies for soil
 conservation, nonpoint pollution control, wetlands protection, and
 farmland preservation. When viewed in a framework that
 distinguishes between ownership and exchange of rights, little
 change is evident in ownership of rights. The added complexity has
 come mainly in the rules governing exchanges. Farmers are
 confronted increasingly with rules which allow specific rights to
 be limited by government with compensation. These rules
 retain the flexibility of individual ownership while
 reflecting a growing awareness that the general welfare
 depends on wise use of agricultural land.
