Council Regulation (EEC) No 2092/91 on organic production

About

With Council Regulation (EEC) No 2092/91 of 24 June 1991 on organic production of agricultural products and indications referring thereto on agricultural products and foodstuffs considerable protection for both consumers and producers has been achieved. This regulation has been implemented in all countries of the European Union since 1992.

In August 1999 rules on production, labelling and inspection of the most relevant animal species were agreed (Council Regulation (EC) No 1804/1999 of 19 July 1999), covering issues as foodstuffs, disease prevention and veterinary treatments, animal welfare, husbandry practices and the management of manure.

In March 2000 the European Commission introduced with Commission Regulation (EC) No 331/2000 of 17 December 1999 a logo bearing the words 'Organic Farming - EC Control System'. This logo can be used on a voluntary basis by producers whose systems and products have been found to satisfy Council Regulation (EEC) No 2092/91.

Also in countries outside the European Union, organic products are either legally protected, or the development of organic regulations is in progress (e.g. Norway, Switzerland). Several EU countries have developed their own national regulations as well as national logos for organic products; in some cases this occurred long before Council Regulation (EEC) No 2092/91 came into force.

In December 2006 the European Commission reached a general approach on the revision of the regulation.. On June 12, 2007, the Agriculture Ministers of the European Union reached political agreement on a new regulation on organic production and labelling.

The new regulation was published on July 20, 2007 and will come into force on January 1, 2009 (Council Regulation (EC) No 834/2007 of 28 June 2007 on organic production and labelling of organic products and repealing Regulation (EEC) No 2092/92).

On September 18, 2008 the implementing rules were published as Commission Regulation (EC) No 889/2008 of 5 September 2008 laying down detailed rules for the implementation of Council Regulation (EC) No 834/2007 on organic production and labelling of organic products with regard to organic production, labelling and control.

  • Organic Rules Archive
    As part of the European Organic Revision project a an organic standards database on the internet has been established. The database, which is available at www.organicrules.org, is now being filled with information on differences between European organic standards and EU regulation 2092/91.

  • Internet site www.oekoregelungen.de: Information on state regulations, private standards and logos

    Since October 10, 2005, the portal www.oekoregelungen.de has been online. The site, which is part of the Central Internet Portal www.oekolandbau.de, presents information on organic regulations, private standards, logos and inspection bodies for most European countries as well as for South Africa, the Unites States and Argentina. The information is, however, available in German only. The project is funded under the German Federal Organic Farming Scheme BOEL.


Animal Husbandry
European Logo

At present, organic farming operators can opt to place the EU logo on their produce; from 1st January 2010 it will become compulsory. The advantage of using the EU logo is that consumers in any Member State can easily recognise organic produce, regardless of where it comes from.

There will be a new design for the EU logo for organic products. It is expected that during 2008 year a competition will be launched for art and design students to create a new design for the EU organic logo. More information will be posted at the EU's organic farming homepage.
