OSP Forensic Supervisor Receives "DUII Advocate-of-the-Year" Award

The former supervisor of Oregon's Implied Consent Program, and current forensic lab director at the Oregon State Police (OSP) Pendleton crime lab, received the "DUII Advocate-of-the-Year" award last week at the 12th annual DUII Multi-Disciplinary Impaired Driving Training Conference held April 20th and 21st in Tigard, Oregon. The Oregon DUII Multi-Disciplinary Training Task Force presented their annual awards of excellence to various organizations, groups, and individuals who made a significant contribution to deterring impaired driving in Oregon during 2006.
 
Jeff Rost, an 11 1/2-year employee of the OSP Forensic Services Division, received the award which was presented to an individual who has worked statewide or within their community to enhance and further the efforts against the impaired driving problem. Some highlights mentioned that were specifically tied to his recognition included:
  • Overseeing the development and early stages of installation of the Intoxilyzer 8000 breath testing program. The new Intoxilyzer 8000 Breath Testing equipment replaced the previously used Intoxilyzer 5000 Breath Testing equipment that had been in use for over twelve years. The OSP Forensic Services Division placed a total of 126 Intoxilyzer 8000 Breath Testing instrumentation units in various locations, which is an increase of 21 units previously used by Oregon police officers to conduct breath tests.
  • Writing the Oregon Administrative Rules for the Intoxilyzer 8000 and retooling the wording for the Intoxilyzer 5000.
  • Working with the Department of Motor Vehicles, Department of Justice, Oregon District Attorney's Association, Oregon Court of Appeals, Law Enforcement Officers, Governor's Advisory Committee on DUII, Oregon Chiefs of Police, Oregon State Sheriff's Association, and Oregon's Defense Bar as well as others in the implementation of the Intoxilyzer 8000.
  • Developed the Administrators Guide, and the Instructors and Operator's Training Manual.
  • Provided training for Administrative Law Judges, Prosecutors, Oregon District Attorney's Association, Forensic Scientists, Defense Attorneys, and trained Intoxilyzer 8000 instructors.
 
"Jeff is very knowledgeable and passionate about the Implied Consent Program," said OSP Sergeant Tim Plummer. "He maintains very high standards for the program, his knowledge of breath alcohol issues is outstanding, and he is an international resource in the technical and legal aspects of the program."
