Oregon Health Plan: An Overview

The Oregon Health Plan (OHP) operates under a waiver from the federal government that allows us to serve more low-income people using federal Medicaid money.

We do this through an innovative system that prioritizes health care, using a list of hundreds of conditions and their treatments. Higher priority is given to conditions that can be successfully treated, and to avoiding illness through preventive care.

In the Oregon Health Plan section of the DHS Web site you will find the following information:

Application and benefits. Go to this section if you want to learn more about how to apply for the Oregon Health Plan and about the services you may get if you’re eligible.

Client information. If you’re already getting OHP services this section is for you. Here you’ll be able to compare the various plans to choose the one that’s best for you, learn about prescription coverage, find out how to solve problems you may be having with OHP or your health plan, and more.

Data and publications. Here you'll find all kinds of OHP-related documents, including administrative rule filings, fee schedules, forms, quarterly reports, participating managed care plans and their services, provider rulebooks and monthly reports on the number of people eligible for OHP benefits and enrolled in managed care plans. (Other sections also have links to these data and publications.)

Prioritized list. This page will give you access to the list of conditions and treatments covered by the OHP.

Public meetings. We hold a variety of public meetings related to OHP, including meetings where we get public input on revising our rules and ongoing meetings with managed-care plans.

Tools for policymakers. If you’re a legislator or other type of decision-maker you’ll find information here to help you better understand the program.

Tools for providers. OHP benefits are provided by managed-care plans and by individual health care providers on a "fee-for-service" basis. This section of our Web site includes information tailored to their needs.

Tools for staff. To help staff better carry out their duties related to OHP, we have posted a number of tools, such as the OHP section of the DHS worker guide and up-to-date information on managed care plans available to their clients.
