Training & Technical Assistance Program
Tribal Councils & Health Boards

There are a number of training sessions that are offered to CRIHB member tribes and/or their health board members. The training is available through the tribe's participation in the California Area Office Functions (CAOF) contract. Tribes that do not receive services through CRIHB contracts are offered training on a fee-for-service basis. The training offered is as follows:

Roles & Responsibilities of Tribal Councils
Covers the broad responsibilities of tribal councils and their members; responsibilities of individual council members; responsibilities of committees; conducting meetings; examples of improper conduct of councils; accountability; the relationship between the council and staff; and keeping to the agenda while handling issues/problems/questions of tribal/program members.

Parliamentary Procedure
Learn the basics of parliamentary procedure so that everyone can be heard and decisions can be made without confusion. Participants will lean how to conduct meetings utilizing basic motions to allow full participation, keep order, and document actions taken in meetings.

Management for Tribal Councils
Covers basic management principles for tribal council members; policy making; implementation and monitoring responsibilities; contract and grant reporting and compliance functions; chain of command and delegation of authority; and program evaluation processes.

Ethics & Conflict of Interest
Covers the problems that tribes experience when they do not have an ethics and conflict of interest policy; when the policy is not implemented consistently: discusses the statutory requirements that tribes/boards must comply with regarding conflicts of interests; examples of conflict of interest situations and problem solving.

Strategic Planning
Provides tribes an introduction to long and short range planning processes. The training includes the following topics: the need for planning, long and short range; the planning process--get organized; the community needs assessment; community involvement in the planning process; outcomes and goal setting; and evaluation of progress made in accordance with the plan.

The Legislative Process
An overview of federal and state legislation affecting Indian tribes and tribal health programs; the legislative process; how bills become law; the regulatory process; and advocacy approaches.

Traditional Health Plans/Protocols
Technical Assistance in the development of a traditional health plan that incorporates traditional health policies and procedures; a traditional health protocol that addresses cultural awareness; and cultural orientation approaches for staff.

Financial Management for Tribes and Health Boards
Training covers financial management responsibilities; budgeting process; understanding financial reports; audit and finance committee responsibilities; and audit purposes and functions.

Indian Preference
Training includes Indian preference statute; Indian preference program; Indian preference in hiring; Indian preference program documentation.

Human Resources/Personnel Management
Covers personnel systems; personnel laws and compliance issues; personnel policy and procedures requirement; grievance procedures; salary scales; and supervisory responsibilities.

Time Management
This workshop provides numerous methods and quick tips to get organized and become more productive. Includes organizing the desktop, files, computer, and time saving techniques.

Technical Assistance is available in a wide range of topics starting at $500/day plus expenses.

*Plus normal and customary travel expenses in accordance with Federal Travel Regulations. No charge to tribes and health programs receiving services through CRIHB contracts.
