Where can I find the rules to Retired Officer certification?

What are the requirements for Retired Police Officer Certification?
Honorable retirement with a minimum of five years full-time law enforcement experience in Oregon.

What are the requirements for a "Certified" Retired Police Officer?
  • Honorable retirement with a minimum of five years full-time law enforcement experience in Oregon.
  • Submit a form F-7R and two fingerprint cards, along with $40 application fee and $52 fingerprint fee, within 90 days after retirement.
  • Must be affiliated with, and under the direction of, a law enforcement agency to have police officer authority.

What if my Certification Lapses?
  • After a lapse of 90 days (but before 2 ½ years) submit application for Retired Police Officer certification with required fees and fingerprint cards.
  • After a lapse of 2 ½ years (but less than 5 years) submit application for Retired Police Officer certification, complete DPSST Police Career Officer
  • Development (COD) training (there is a fee for this course); submit required fees and fingerprint cards.
  • No longer eligible for certification after a lapse of more than 5 years

What if my Certification lapsed between 10/29/99 - 01/16/04?
  • Submit a form F-7R, the required fees and two fingerprint cards, within 180 days from January 16, 2004.
  • You must have no disqualifying behavior since retirement, as established by criminal history check or other satisfying evidence.

How do I maintain my certification?
  • Submit a new application every three years with required fees and two fingerprint cards.
  • Provide evidence that maintenance training (OAR 259-008-0065) has been met during previous three-year period.

What if the maintenance training is not completed and reported by the end of the 3 year period?
  • DPSST will issue a warning notification letter to the certified retired police officer.
  • A six (6) month extension will be automatically authorized.
  • If the training information is not submitted, the officer must request recertification, along with an explanation why the training was not completed.
  • The officer must provide verification that the missed training was completed by submitting a F-15R.
  • Failure to complete the training and/or submit the completed F-15R, after the warning notification letter and before the six (6) month extension has expired will result in non-renewal of the Certified Retired Police Officer certification.
