The fishery management plan governing
the federal fishery for groundfish off the northeastern U.S. is undergoing
a major revision by amendment. The amendment will be the 13th
since the plan was established, and is thus commonly known as Amendment
13. The revisions to the plan will be comprehensive and varied. Some relate
to ending overfishing, establishing rebuilding plans for some stocks,
and reducing by-catch. NOAA
Fisheries Northeast Regional Office and Northeast
Fisheries Science Center have a major role in assisting the New
England Fishery Management Council with developing and implementing
this amendment.
Development of the amendment is governed in part by a settlement agreement in a lawsuit filed by various environmental interests. As part of the court action, the amendment is to be implemented by May 2004. The fishery is presently managed under interim rules.
