GSA ORDER


SUBJECT: Associate Administrator for Office of Congressional and Intergovernmental Affairs and Governmentwide Policy.

  1. Purpose.  This order announces changes to create the Office of Congressional and Intergovernmental Affairs and Governmentwide Policy.
     
    1. Establishment of Office. Effective immediately, the Office of Congressional and Intergovernmental Affairs and Governmentwide Policy (OCGP) is established and is headed by an Associate Administrator reporting directly to the Administrator. The Office will consist of the following substructure:
       
      1. Office of Governmentwide Policy: All current functions, positions, personnel, authorities, funds, equipment, and other resources, as appropriate, within the Office of Governmentwide Policy are transferred to this new organization. The Office of Governmentwide Policy will maintain its current substructure. The Office will be headed by a Principal Deputy Associate Administrator.
         
      2. Office of Congressional and Intergovernmental Affairs: All current functions, positions, personnel, authorities, funds, equipment, and other resources, as appropriate, within the Office of Congressional and Intergovernmental Affairs are transferred to this new organization. The Office of Congressional and Intergovernmental Affairs will maintain its current substructure. The Office will be headed by a Principal Deputy Associate Administrator.
         
    2. Senior Advisors to the Regional Administrator: Each Regional Administrator is responsible for identifying an individual who is the primary liaison with Members of Congress and their staffs. The critical elements and performance standards associated with that part of their work will be defined and rated by the Associate Administrator for Congressional and Intergovernmental Affairs and Governmentwide Policy. It is required that the description and rating for that critical element will be included as part of the overall description and rating provided by the Regional Administrator
       
    3. National Congressional Support Program: The Associate Administrator of Congressional and Intergovernmental Affairs and Governmentwide Policy or his/her designee shall continue providing policy authority over the National Congressional Support Program. Each Regional Administrator, with the concurrence of the Associate Administrator for Congressional and Intergovernmental Affairs and Governmentwide Policy, is responsible for identifying an individual who will serve as the Congressional Service Representative who is the primary liaison with Memebers of Congress and their staff to fulfill responsibilities needed for the National Congressional Support program. The critical elements and performance standards associated with that part of their work will be defined and rated by the Associate Administrator for Congressional and Intergovernmental Affairs and Governmentwide Policy or his/her designee. It is required that the description and rating for that critical element will be included as part of the overall description and rating provided by the Regional Administrator or his/her designated supervisor in the region.
       
  2. Implementing Actions. Implementation of this GSA Order with respect to employees represented by a labor organization is contingent upon completion of appropriate labor relations obligations. Positions affected by these changes are subject to normal classification procedures. The Chief Human Capital Officer is authorized to cancel this order upon implementation.
