The CMO Mission
DARPA's Contracts Management Office (CMO) has the prime responsibility to enter into and administer contracts, grants, and cooperative agreements, directly or through a Military Department, in pursuit of DARPA's research and development mission as authorized under Section 2358 of Title 10, United States Code. Further, DARPA's CMO under Section 2371 of Title 10, United States Code is authorized to enter into cooperative agreements and "other" transactions for carrying out basic, applied, and advanced research projects. This authority allows DARPA and the Military Departments to enter into agreements and other innovative contractual arrangements when such arrangements are in the best interests of the Government.
CMO is also DARPA's primary acquisition performer under the authority of Public Law 103-160, Section 845. This Section 845 authority limits DARPA to carrying out prototype projects that are directly relevant to weapons or weapon systems. It allows DARPA to:
-- Use Agreements even if a procurement contract would be appropriate or feasible.
-- Execute projects with or without cost sharing.
-- Implement streamlined acquisition procedures (e.g., using Generally Accepted Accounting Practices in lieu of Government Cost Accounting Standards). |
