About Rules
Oregon Administrative Rules (OAR) are adopted to carry out laws. Rules may be necessary because a law directs an agency to develop rules, to interpret the agency's governing statutes, prescribe agency procedures or articulate agency policy decisions that have been delegated by the legislature.

The Archives Division of the Secretary of State maintains the official record for rulemaking by all state agencies. Current administrative rules can be found at: http://arcweb.sos.state.or.us/rules/OARS_100/OAR_123/123_tofc.html

OECDD administrative rules are found in OAR Chapters 123. The Oregon Arts Commission administrative rules are found in OAR Chapters 190.

The Secretary of State publishes the notice information for proposed rules in the Oregon Bulletin, however the Secretary of State does not publish the draft rule text. The purpose of the Proposed Rulemaking page is to make the text of proposed rules available electronically. You can send comments on proposed rules electronically, by U.S. mail or by fax. If a public hearing is scheduled, you may provide comments orally or in writing at the hearing. Once the rules have been approved and filed with the Secretary of State, the rules will be moved to the Recently Adopted Rules pages.

OECDD Rules Coordinator's Role
  • maintains the files for all OECDD rulemakings;
  • can provide copies of notices, draft rules or final rules;
  • accepts comments on rules that are open for public comments;
  • answers questions on rulemaking process;
  • can direct you to the person who can respond to questions about the content of rules.
 
 
 

Public Participation
Notice of all proposed permanent rulemakings are filed with the Secretary of State and are published in the Secretary of State's Oregon Bulletin. In addition, OECDD mails copies of the notice to people who have asked to receive notices and people who are identified as interested parties. The proposed OECDD rules are posted to this web site on the Proposed Rulemaking page each month and are open for public comment for the period of time specified in the notice.

Submitting Comments
Any person may comment on rules in writing. Comments can be sent to the OECDD Rules Coordinator by U.S. mail, by fax or in an email. Contact information is listed below. There is no required format for submitting comments, however, please include the rule number or the rule topic.

When OECDD holds a public hearing, oral comments may be presented at the hearing. You also may submit written comments at a hearing. If OECDD schedules a hearing for a proposed rulemaking, the hearing date, time and location are included in the notice on a Proposed Rulemaking page.

Below are rules recently adopted by the Oregon Economic and Community Development Department, within the last six months. The permanent rule compilation published by the Secretary of State is updated the first of every month. The update compilation contains all rule changes through the 15th of the month prior.
