The Oregon State Apprenticeship and Training Council (OSATC) is made up of eight members appointed by the governor and confirmed by the Senate. Four of the council members are from apprenticeable construction occupations, two from other apprenticeable occupations, and two from the public. The construction and other occupation members are equally divided among employee representatives and management. The Council has statutory authority to oversee apprenticeship committees, programs and policies and to approve apprenticeship committee members. The commissioner of the Bureau of Labor and Industries serves as the chairperson; the director of the bureau’s Apprenticeship and Training Division serves as its secretary.

Effective January 1, 2008, the Council will be decreased in size from ten members to eight pursuant to legislative action. Current Council members will be allowed to serve out the remainder of their terms and the decrease in membership will occur by attrition.
