The Arbitrator found that the grievance was arbitrable and that no just cause existed for the grievant's seven-day suspension. He awarded back pay and ordered the Agency to expunge the suspension from the grievant's personnel file. The Authority denied the Agency's exceptions. The Authority found that the 1997 agreement applied, that the Arbitrator was properly selected and that the award was directly responsive to the issues before the Arbitrator.
