Certified Industrial Site Program
Why choose certified?
State of Oregon Certified Industrial Sites have successfully completed a stringent process and are "project-ready." The state works with the site owners, state agencies and communities to ensure sites meet the specific criteria most demanded by site selectors and developers.
 

Certified sites
  1. Are immediately available
    • Site ownership is clear
    • Price has been set
    • Terms and conditions of sale or lease are established
     
  2. Have all utilities in place or have plans, including cost and source of funds, to extend lines to property within 180 days  
     
  3. Are physically developable
    • No flood hazards
    • Easements and "rights-of-way" do not interfere with development
    • Topography is suitable for construction or plans exist, including costs, to make site suitable within 180 days
     
  4. Are technically developable
    • Property is zoned correctly
    • Ordinances contain outright permitted uses
    • Environmental assessments have been reviewed and approved by Department of Environmental Quality
    • Wetlands delineations and, if necessary, mitigation plans have been completed and approved by Department of State Lands
    • Site is compatible with surrounding uses
    • Aerial photos and maps are available
     
  5. Have no major transportation impediments
    • Site ingress and egress are clear
    • Traffic patterns are suitable for industrial use
    • Site has ready access to interstate or major highway

All information is provided
All information about Certified Sites is verified and available electronically or in hard copy. Because timing is critical in the site selection process, having answers to commonly asked questions often makes the difference between landing a deal and losing to another location. The state of Oregon certifies that construction can begin in 180 days or less on all Certified Sites.
 
 

Certification
Oregon has certified 56 sites totaling over 3,300 acres. Of these, 19 have been all or partially sold. Over 2,500 jobs have been created on these Certified Sites. In addition, because most of the certification criteria had been met, some sites sold before the process was complete. The front-end work made these sites more marketable even without the official stamp of approval.
