PERS Membership Kit: Frequently Asked Questions (FAQs)
 
Q1) Why was the membership kit created?
 
A1) The membership kit was created to introduce new OPSRP members to PERS, provide information on retirement benefits, and allow members to correct demographic data (name, address, etc). Corrected demographic data is directed to employers. The kit is mailed monthly to qualified members at the address the employer has input in EDX.
 
Q2) How is the membership kit mailing list determined?
 
A2) The mailing list contains individuals who have a specific contribution start date, who have 600 or more hours of service in the current calendar year, are in a position for which the hire intent is "qualifying," and have contributions posted in the two-month period between the specific contribution start date and the membership kit mailing date.
Example: The mailing list for members with an April 1, 2008 contribution start date would be compiled, and the membership kit mailed, in the first week of June 2008. Individuals on that list would have a contribution start date of April 1, 2008, have 600 or more hours of service in 2008, be in a position for which the hire intent is "qualifying," and have contributions posted between April 1, 2008 and the first week of June 2008.
 
Q3) Who is responsible for corrections to any membership kit mailing list?
 
A3) Employers are responsible for making corrections to membership kit mailing lists. Employers can determine members with a particular contribution start date by the following procedure:
 
1) Logon to EDX and select the View Year-to-date Wage and Contribution Summary link in the site navigation area.
2) Choose the year you wish to view. When the summary data appears,
3) Choose Download as CSV from the options at the top of the page.
4) Choose the Open or Save option for the downloaded file. Then,
5) Open the file, highlight the first line, then click on Data in the toolbar and select Auto filter.
6) In Column E (Contribution Start Dates), click on the down arrow and select the membership date you wish to list.
 
If a member incorrectly receives a membership kit even though the data displayed in the Year-to-Date Wage and Contribution Summary screen is correct, the employer should contact their Employer Service Center (ESC) account representative to verify the member’s qualification.
To remove a member from the mailing list, employers should REMOVE CONTRIBUTIONS for all records between a contribution start date and its mailing date. To add a member to the mailing list, employers should INCLUDE CONTRIBUTIONS in records between a contribution start date and its mailing date.
 
Q4) How will employees who are not members be informed that they have improperly received a membership kit?
 
A4) PERS will not inform members of improper membership kit mailings. Members incorrectly receiving a membership kit should be informed by the employer.
 
Q5) Can an individual request a membership packet?
 
A5) Yes. The individual should contact Customer Service at 503-598-7377 or toll-free 888-320-7377, Monday-Friday, 8:30 am - 5:00 pm. The request will be passed to the Employer Service Center (ESC) account representative for the individual’s employer, who will review the member’s records for membership (600 hours service in a calendar year, correctly established contribution start date, in a position where the hire intent is "qualifying" and contributions in the two-month period directly after the contribution start date). If membership has been established, PERS will mail a membership kit to the individual.
 
Q6) How can errors, such as incorrect contribution start dates, be resolved?
 
A6) If an employer finds an incorrect contribution start date after scanning the downloaded year-to-date wage and contribution report, the employer should contact their Employer Service Center (ESC) account representative.
