How do I replace my certificate/license due to name change, lost, stolen or destroyed?
You will need to complete and submit a PS-23 and a processing fee of $20. For name changes please provide documentation of a legal name change. Documentation can be a copy of a driver's license, social security card, or court document.
I received a deficiency, what is a deficiency?
A deficiency is sent when there is missing or incomplete portions of the paperwork and fees submitted. Please refer to the deficiency link for a legend of definitions. You will have 21 days to comply with the deficiency. If the missing items are not submitted within the 21 days, the application will be subject to administrative termination.
I received an administrative termination, what does it mean?
An administrative termination is sent when a deficiency is not responded to. An administrative termination means you cannot work security until you re-apply. An administrative termination is not the same as a Notice of Termination.
I received an administrative termination, what do I need to do to re-apply?
Besides the missing portions of the application which caused the termination, we will also need the following portions of the PS-1 - Personal, Criminal, and Notary Page, the license or certification fee, and if the training is over 90 days, the training as well. We will not need fingerprints or fingerprint fee again unless that was part of the deficiency to begin with.
An administrative termination is not the same as a Notice of Termination.
How do I find out the status of my certification or license?
If currently employed you may contact your Executive Manager who can access SNAPSHOT. If you are not currently employed or your Executive Manager is not available, you can call us. Please allow a minimum of three weeks before calling if you are renewing or adding a certification, and a minimum of eight weeks before calling if you are a new applicant.
What is the status of an employee?
Executive Managers of active companies have been assigned a password to the link below. This link will allow executive managers to view their officers’ status and training history. If you have not yet received your company password, please email heather.gaona@state.or.us or call 503-378-8532.

2. I was previously certified or licensed but my card has since lapsed. Is there anything else I need to submit?
Unless you have documented proof that you were not providing security since expiration, a $25 late fee will be automatically for any renewal applications that come in, starting the day after expiration.
The exception for this is instructors. An instructor will only be assessed a late fee if he or she attempts to teach after expiration.
Armed/Unarmed Providers will need to resubmit basic armed training.
All applicants who are currently working are encouraged to have a PS-20 filled out on them while paperwork is being processed by our office.
B. Upgrade or Adding a Certification of License
All upgrades require re-submittal of PS-1 portions. Those portions are – personal information page, criminal page, and notary page.
If you are adding manager or instructor, in order to attend the manager or instructor class, we must first receive your paperwork, fees, and a written request to attend the class prior to the class deadline. The request must accompany the paperwork and can not be made via email or by telephone. Paperwork received without an attached written request, past the deadline, or a request received without the required fees and paperwork will not be registered in a class.

Option A = Updates your current unarmed certification and doesn’t change your dates. For example, if your unarmed is current until 01/01/2010, your card will be switched to say Armed/Unarmed to expire 01/01/2010.
Option B = Changes the dates on your card. Best if your card expires in less than a year. It expires out your current card which is why unarmed training is asked for again. It is also the fee if you are upgrading at the time of renewal.

Juvenile crimes do not need to be listed unless they are measure 11 crimes or you were tried as an adult. |

If a record has been expunged, this does not need to be listed. However, the applicant needs to sure that the record was expunged, i.e. received a copy from the courthouse stating so. |
I was recently arrested. Do I need to report that to DPSST?
Yes, if you are arrested for a crime you must report that to DPSST within 72 hours. DPSST will review the charge and determine if you are still eligible to work while going through Due Process, or if there is a sufficient concern to suspend your certification until the charges are dismissed or you are convicted.

Do I need to be licensed or certified for security if I’m not doing contract security?
In Oregon if you are providing security services, and your role does not fall under the exemptions listed in Oregon Administrative Rule, you do have to be certified and/or licensed to provide services. This applies to companies that have their own employees provide security to their business, including bouncers in bars, warehouses patrolling their own ground, among many others. Each company that provides security for themselves, which we call ‘in house’ security will have to each be registered with us with the proper security certifications and licenses obtained. How do I start a security business in Oregon?
To establish a company in Oregon, at least one person must be licensed to the level of Executive Manager (EM). The Executive Manager will be the individual responsible for the overall compliance of the company to the standards and regulations as outlined in Oregon Administrative Rule and Oregon Revised Statute. The role of an EM typically includes the hiring and firing of security personnel, issuing of temporary work permits to applicants, and assists in the correction of applicant paperwork where applicable.
Once a person is selected to fill the role of EM, he or she will need to submit to us an application, fees, and a written request to attend the next manager orientation class. These classes can be found under the PS Training Calendar link. Once registered, the chosen EM would submit to us company letterhead identifying him or her self as the EM of the company, listing the Federal Tax ID (EIN) Number, and any employees that will be providing security services for the company. The EM applicant would attend class complete all application requirements. He/She will also need to ensure that each employee providing security is properly certified or licensed.
