Michael Locatis, CIO

Michael W. Locatis- Chief Information Officer

 

Mike Locatis was appointed by Governor Bill Ritter as State CIO in January 2007.  Prior to being Chief Information Officer for Colorado, Mike was CIO for the City and County of Denver where he was recognized nationally by the Public Technology Institute for consolidating twenty disparate information technology departments into a single city-wide Technology Services Division. Mike's Technology Service team delivered new enterprise applications including 3-1-1 a comprehensive "one-stop shop" constituent service offering available today in Denver.

Before joining the City and County of Denver, Mike was the Senior Director of Enterprise Technology Strategy for Time Warner Cable. In this capacity, he managed the technology strategy and architecture development - responsible for transforming customer service delivery systems, including the alignment of call center, ERP, web and retail systems.

 



John Conley, Deputy Director, OIT

John D. Conley- Deputy Chief Information Officer

 

John D. Conley was selected as the Deputy State CIO in February of 2007. As Deputy CIO, John is responsible for day-to-day operations for the Governor's Office of Information Technology (OIT), serves as the liaison between OIT and the Executive Departments, and assists in statewide IT policy creation and implementation. Prior to his role as the Deputy CIO, John worked for state and local government where his responsibilities included performance studies, budget reviews, and organizational redesigns.




Todd Olson, Director, DoIT, DPA

Todd Olson- Director, Division Of Information Technologies

 

Todd is the Chief Operating Officer for the Governor's Office of Information Technology (OIT). Todd is responsible for statewide infrastructure services and the Business Services Unit within OIT.

 

Infrastructure Services delivers enterprise-level services to other State agencies. These services include data center operations, telecommunications and network services, software development, service desk, managed desktop services and technical support of the State's financial, human resources, and internal billing systems.

 

Business Services is responsible for the accounting, budgeting, purchasing, & contracting functions of the Governor's Office of Information Technology. In addition, this unit provides guidance and oversight to the Executive Branch of State government.

 

Previously, Todd was the Director of the Division of Information Technologies (DoIT) and former Controller and CIO of the Department of Personnel & Administration (DPA).

 

Todd brings an extensive financial background to the division along with his information technology skills. Todd, a Certified Public Accountant and Certified Information Systems Auditor, has served Colorado since 1994. Todd has held positions in the Office of the State Auditor, the Office of the State Controller, and the Department of Personnel & Administration.

 



Ron Huston, CIO, CDHS

Ron Huston- Chief Enterprise Architect

 

Ron has over 30 years of experience in managing complex diverse organizations, requiring an entrepreneurial spirit, change agent, team builder, facilitator, strategist, and communicator in the Private and Public sectors. He is currently the Chief Enterprise Architect for the State of Colorado and the Chief Information Officer (CIO) for the Colorado Department of Human Services (CDHS).

As the Enterprise Architect he is directing the development and implementation of a new enterprise business model for leveraging the state's technology investments for citizen support. In his capacity as the CIO for the CDHS he is responsible for the technology used throughout the State of Colorado to deliver the Department's services.

CDHS is the second largest agency in Colorado State Government with a $1.9 billion budget for state fiscal year 2007. The Department oversees the state's 64 county departments of social/human services, the state's public mental health system, Colorado's system of services for people with developmental disabilities, the state's juvenile corrections systems and all state and veteran's nursing homes, through more than 5,300 employees and thousands of community-based service providers.
