Online Radar/Lidar Operator Course
Speed-Measuring Operator Training
An Online Course for Radar/Lidar Operator Certification

The 2001 Oregon Legislature amended ORS 810.420 to prohibit law enforcement officers from issuing citations based on a speed measuring device unless the officer has taken and passed a training course approved by the employing agency. The law change took effect January 1, 2002. To help respond to the significant training need created by this law change, the Oregon Department of Public Safety Standards and Training (DPSST) has created this online training course. Adapted from the April 2001 National Highway Traffic Safety Administration (NHTSA) course materials, it is designed to give law enforcement officers the required knowledge and skills to operate Radar and Lidar speed measurement devices. It is available at no charge to all law enforcement agencies in the state of Oregon.
This online course was designed without sacrificing the quality or consistency experienced during more traditional classroom-based training. It consists of all the same training materials as the classroom course, and online students will be held to the same academic and field performance standards as the classroom students.
DPSST´s Advanced Regional Training unit oversees the course content and instruction. Students will be monitored for course completion requirements and the course materials will be frequently updated. Students are required to obtain a minimum academic score of 75% on the final exam to complete the academic portion. Students are then required to complete all portions of the field practicum manual, which is downloaded from the course after passing the final exam. A signature of the student´s supervisor is required to certify completion.
Please consider the following before registering the course:
  • The course is accessed via the Internet. To participate in the course an officer will need a computer connected to the Internet with audio and video capabilities and common browser software (Netscape, Explorer, AOL) to access the Web. This can be at work, at home, or virtually anywhere. The course is available 24 hours a day, seven days a week. The course is on a secure server at Western Oregon University and can only be accessed with an ID and password.
  • Full instructions for accessing the course will be sent via email directly to the officer or to a specific training contact at your agency - this will depend on whether or not the officer has a direct email address. Having an email address is not necessary to take the course - we can send all instructions through one contact at your agency. The instructions will include a unique course ID and password for each officer registering from your agency. Officers cannot get into the course unless they have these items.
  • The online course is self-paced training - officers will be responsible for logging into the course and working through each unit, quiz and the final exam in a timely manner.
  • Officers can begin the course on the 1st of the month. Registration information is due by the 15th of the previous month to begin on the 1st.
  • The course covers both Radar and Lidar operation. Every officer will need to go through all content sections before taking the final exam . . . you cannot take just one or the other and get credit for the course.
  • Officers will have until the last day of the following month to complete the online academic portion of the course. If the course is not completed within this time, access to it will expire and no credit will be possible.
  • Officers will have an additional 30 days to complete the field practicum and return the completion form to the DPSST.
  • Students will receive 30 hours of DPSST certified training for completion of the entire course. Certificates of completion will be issued by DPSST to students who successfully complete all course requirements.
To register for the course, please send the following to John Diehl, DPSST Traffic Safety Coordinator via email at john.diehl@state.or.us or fax to 503-378-3345:
