Senator Boxer: Farm Bill Update

With more than 88,000 farms and ranches that generate $100 billion in related economic activity, California is the most productive agricultural state.  I take great pride in California’s agricultural leadership, and you can count on me to put California agriculture first as the Senate prepares to take up the 2007 Farm Bill reauthorization,  I will continue to work to ensure that our state’s agricultural industry stays at the forefront of innovation and productivity by supporting measures that benefit our great state and improve the health of our nation.

The new Farm Bill brings a great opportunity to develop an agricultural policy that reflects the new reality of American agriculture in the 21st century, as well as the diversity and size of California’s agricultural economy.  The Farm Bill recently passed by the House and being drafted in the Senate is no longer just about domestic support of program crops, but rather reflects national priorities like alternative energy, environmental conservation, international trade and competitiveness, and nutrition.

Nearly 90 percent of California’s agricultural crops are considered specialty crops and have thus been ineligible for the majority of past Farm Bill programs.  But it is a trend that is being reversed due to the hard work of California’s elected representatives, numerous agriculture groups, environmentalists, and nutrition advocates. California’s many fruits, vegetables, and nuts, though not major commodities, contribute immensely to the health and well being of our nation. 

The recently passed House version of the Farm Bill recognizes a great number of California’s diverse crops, and expands research that feeds vital innovation to our farmers. Many people see this as a big win for California. Here are some of the highlights of the bill that demonstrate that point:

  • Specialty Crops Block Grants - $365 million over five years
  • Technical Assistance for Specialty Crops - $38 million over five years
  • Pest Detection – $200 million over five years
  • Market Access Program – $125 million per year
  • Fruit and Vegetable Snack Program - $350 million per year
  • Specialty Crops Research Initiative - $215 million over five years
  • Increased funding for the Environmental Quality Incentives Program to $2 billion per year by 2012
  • Increased funding for the Wetlands Reserve Program and the Grasslands Reserve Program

These are important gains for California’s diverse agricultural industry, and along with supporting these advancements, I have also made it my priority to address crop standards, air quality degradation, pollinator decline, conservation, and school nutrition. Together, we can work toward a better Farm Bill – one that is both fair and innovative – and that will set policies that will comprehensively support our agricultural industry in the vital years to come.
