Overview
This page provides access to frequently asked questions and answers that pertain to the central issuance of driver licenses, driver permits and identification cards.  The information is organized in the sections listed above. You may use the links above to go directly to any section.

About Central Issuance
What does "Central Issuance" mean?
Due to increased processing and verification requirements, DMV has stopped issuing plastic driver license, driver permit, and identification cards over-the-counter from field offices and moved to a centralized issuance based solution. A paper interim driver license, driver permit, or identification card is provided to the applicant in the field office, then later, after processing and verification has been completed, a plastic or permanent card is mailed from a separate, centralized location.

Why did DMV make this change?
This is part of Senate Bill 640 that was passed by the 2005 Oregon Legislature. This prepares DMV for the next part of the bill which, once implemented, will mandate that all photos taken each day be run through an electronic facial recognition process. Facial recognition is a tool for validating and comparing digital photos. The benefit of implementing this bill is to prevent fraud.

Does Central Issuance affect both driver licenses and identification cards?
Yes. It affects all driver license, driver permit, and identification privileges issued by DMV.

My driver license, driver permit, or identification card is good for "x" years; do I need to do anything now?
No.
 

Will this change be advertised to the public and to the business community?
DMV has communicated the change to the public and business community.

What is DMV going to do so that it isn’t obvious what is contained in the envelope and the cards aren't visible from the outside?
The driver license, driver permit, and identification card will be in an envelope with the DMV return address on them. There will be no indication on the envelope that a driver license, driver permit, or identification card is inside. They will not be forwarded if undeliverable to the address given to DMV at the time of issuance. They will be returned to DMV.

Production/Mailing Time
I went in to get my driver license, driver permit, or identification card today. How long will it be before I get my permanent card in the mail?
You should receive your permanent driver license, driver permit, or identification card within five to 10 business days to the address you provided at the time of application. If the permanent card is unable to be delivered by the USPS to the address provided it will not be forwarded.

Can I pay extra to have my driver license, driver permit, or identification card mailed certified?
No, there is not a way for us to mail the cards certified.

Can I arrange pick-up of my driver license, driver permit, or identification card?
No.

Can I still use a mailing address of General Delivery to receive my permanent driver license, driver permit, or identification card?
Yes.

Interim Card
Do I have to pay extra for the interim driver license, driver permit, or identification card?
No. It is included in the driver license, driver permit, or identification card issuance or renewal fee.

Does the interim driver license, driver permit, or identification card expire?
The interim driver license, driver permit, or identification card is valid for no longer than 30 days or until your receive your permanent card.

My interim driver license, driver permit, or identification card is lost/destroyed/washed it/the dog ate it/etc. Can I get another one?
No. You cannot get another interim card; however we can issue you a temporary driver permit at no cost.

Identification Questions
Will businesses accept the interim driver license, driver permit, or identification card as identification for cashing checks, buying liquor, etc.?
It will be up to those businesses as to whether or not they will accept the interim card as identification. While you carry the interim card, you should carry additional proof of identification in case a business requests further ID. DMV has informed businesses that use ID cards of the changes.

Will Social Security, Transportation Security Administration (TSA), and other government agencies accept the Interim license as identification?
It will be up to government agencies as to whether or not they will accept the interim card as identification. While you carry the interim card, you should carry additional proof of identification in case a government agency or airport security requests further ID. DMV has informed government agencies that use ID cards of the changes.

Will other states/countries recognize the interim driver license, driver permit, or identification card as valid identification?
It will be up to other states and countries as to whether or not they will accept the interim card as identification.

Address Changes
After I went in and applied for my driver license, driver permit, or identification card I later changed my address (before the permanent card arrived). What address will show on my permanent card? Will the post office forward my permanent card?
The address we had at the time you applied is what will show on your driver license, driver permit, or identification card. The post office will not forward the envelope containing the driver license, driver permit, or identification card. If it is undeliverable it will be returned to DMV. If you do not receive your permanent card in the mail in 20 days you should call the phone number located on the back of the interim card.

Can I have my driver license, driver permit, or identification card special mailed to a one-time address?
We will mail the driver license, driver permit, or identification card to either your residence or mailing address of record.
 
Can I live at one location but have my driver license, driver permit, or identification card mailed to another location if I have problems receiving my mail? And if so do I still need to provide proof of that address?
You must provide proof of any residence address. You may provide a separate address where you receive mail.

Corrections
There are errors on my interim driver license, driver permit, or identification card – what do I do to get them fixed? How long will it take, will I delay getting my permanent card?
If there are corrections needed to your address you can call the phone number listed on your interim card. We will make that correction and re-issue the driver license, driver permit, or identification card. If your address has changed or if there are any other errors on your interim card you will need to go to a DMV office to apply for a replacement card. The replacement card will be mailed to you within five to 10 business days of that visit.

If I call DMV the same day as the interim driver license, driver permit or identification card is issued, and alert you to errors on that card, can DMV catch and correct the errors before the permanent card is mailed?
No, we cannot stop a permanent card after the interim card has been issued. If the error is a correction to your address you can call DMV and have the permanent card re-issued. For any other errors you will need to return to a DMV office to apply for a replacement.

Hardship Licenses
I am applying for a hardship license. Will my plastic/permanent card and my letter come in the mail together? Do I even get a permanent license, or will DMV just issue an interim card to use during the hardship?
You will receive your letter regarding your hardship license in the mail. Once you receive this letter you can go to a DMV office to apply for your permanent card. You will receive an interim card at the time of your visit. You should receive your permanent card within five to 10 business days.

I am applying for a hardship license – can I pick up my license along with my letter at HQ?
No, the hardship license will be mailed to you.

Special Circumstances
Will Valid-Without-Photo licenses still be available?
Yes.

Can I still get a driver license, driver permit, or identification card if I refuse to have my photo taken for reason of religious belief or physical disfigurement?
Yes. You may continue to apply for a valid-without-photo card.

Will I still be able to put "Continuous Traveler" on my license?
Yes, if you meet the requirements for "Continuous Traveler".

Miscellaneous
If I get suspended while waiting for the driver license or driver permit to come by mail, will it still be mailed to me?
Yes, the card will still be mailed to you, but it will be invalid if your driving privilege has been suspended since the driver license or driver permit was issued.

Law enforcement confiscated my interim driver license or interim driver permit card and issued me a temporary driver permit. Now my permanent license or driver permit came in the mail – what do I do?
Your permanent card is invalid. You should take it to a DMV office and surrender the card.

What happens if my driver license, driver permit, or identification card is returned to DMV by the post office? Will you call me if it is returned?
No, any undeliverable driver license, driver permit, or identification cards will be returned to DMV. A notation will be placed on your record and the card will be shredded. If you don’t receive your card you need to call DMV at the phone number located on the back of your interim card. We will need a valid address in order to send you another card. If your address has changed since the card was issued you will need to go to a DMV office to prove your new address.

How long will it take for my permanent driver license, driver permit, or identification card to be sent to me?
You should receive your permanent card within five to 10 business days to the address provided at the time of application. If the permanent card is unable to be delivered by the USPS to the address provided it will not be forwarded.

What if my permanent driver license, driver permit, or identification card never arrives?
If you have not received your permanent card within 20 days, call DMV at the phone number located on the back of your interim card.

If my permanent driver license, driver permit, or identification card never arrives, do I have to get another photo taken?
If your address has changed, you will need to go to a DMV office to prove your new address. You should only need to take a new photo if it has been more than 70 days since the card was issued. In this situation you will need to apply for a replacement card.

What about defective materials in the permanent card – can the card be replaced at no cost?
If the material is defective we will replace the permanent card at no fee. Visit your local DMV office to apply for a replacement card.
