OTMS Standards & Guidelines

This site is the end result of a directive from the Executive Oregon Transportation Management System (OTMS) Committee to provide leadership and direction to ODOT and its partners with regard to the standards and guidelines required for the collection, management and distribution of data. ODOT decision makers and the overall transportation community are increasingly reliant on the expedient provision of accurate and consistent information to identify and address state and local transportation needs. Improved integration, standardization and accessibility of transportation information are essential to effectively and economically perform those tasks. The standards and guidelines provided will be for varied data needs and collection methods including requirements for use in geographic information systems (GIS). The site is in development. If you do not find the specific information you are seeking or have comments or questions please use the contact information at the bottom of the page to assist in future development.

The vision of OTMS is integration of data, analyses and analysis tools to help decision makers prioritize Oregon´s transportation needs. The function of the management systems which include but are not restricted to Pavement, Bridge, Safety, Congestion, Traffic Monitoring, and Freight is to inventory roadway and other transportation features; collect, analyze, and summarize data; identify and track performance measures; identify needs and help determine strategies and actions to address those needs; and monitor and evaluate the effectiveness of strategies and actions that are implemented.

The OTMS Steering committees’ objectives are to provide strategic and tactical leadership on the efficient utilization of transportation management systems and other transportation related data and resources to build and preserve Oregon’s transportation infrastructure in a cost-effective, safe manner that delivers a level of service acceptable to the citizens of Oregon.
