Welcome to the Perinatal Health Section Home Page.
Vision
The Perinatal Health Section seeks to assure the health of women throughout their childbearing years, before, during, and after pregnancy. The unique relationship between mother and infant within the family affects the infant's growth, development, and health status. When women are healthy prior to conception, and their pregnancies are intended and well timed, Oregon's children have a healthier start in life.


Mission Statement
We assess, monitor, and support the health of Oregon's pregnant women, infants, and children. We promote statewide policy development, strategies, and programs that focus on prevention and risk reduction. Program efforts include clinical prenatal care to the uninsured, nurse home visiting, and perinatal systems development through improving access to maternal services through Oregon MothersCare and Maternity Case Management. As part of the Office of Family Health, we coordinate and administer the Title V Maternal and Child Health Block Grant and other federal and state funds to local communities.

What We're Doing
  • Supporting local health departments to plan, manage, and deliver perinatal health services including outreach, advocacy, systems development, nurse home visiting, and community-based health education.

  • Promoting early access to comprehensive and culturally competent prenatal care for all women through Oregon MothersCare.

  • Coordinating public health nurse home visits to pregnant women and parenting families to prevent physical, developmental, and emotional problems among high-risk infants and their families.

  • Providing statewide training and technical assistance on nutrition issues such as use of preconceptional folic acid and breastfeeding promotion.

  • Funding the 1-800-SafeNet maternal help line.
 

Programs
We provide a wealth of resources in technical assistance, consultation, and support to improve the public health of Oregon's pregnant women, infants, and children. We distribute funds through our partnerships with local health departments for a wide variety of clinical and supportive community-based health services especially to vulnerable families. We are proud of our programs that serve so many Oregon families.


Oregon MothersCare
  • Streamlines state and local systems to link women with pregnancy services quickly and efficiently
  • Sponsors outreach and public education to assure that women find and use prenatal services in their community

Newborn Handbook
  • Consolidated prenatal and well baby information booklet targeting all pregnant women and new mothers in Oregon

The Pregnancy Risk Assessment and Monitoring System (PRAMS)
  • Randomly selected survey of approximately 200 postpartum mothers per month
  • Data collection/analysis for public health issues concerning women of childbearing age, e.g., the effectiveness of prenatal care, services for pregnant women and the health status of newborns

The Oregon Toddler Survey (TOTS)
  • Two year follow-up survey to respondents of PRAMS
  • Logitudinal data comparison for public health issues in early childhood

Maternity Case Management (MCM)
  • Ongoing relationship-based case management prenatally through two months postpartum for high risk pregnant women
  • Goal to reduce negative birth outcomes, primarily low birth weight
  • Adjunct service to prenatal care to address non-medical risk factors including accessing services, social, economic and nutritional issues
  • Education and training including required topics: early childhood caries prevention, immunizations, lead exposure and screening, maternal/fetal HIV transmission prevention, tobacco use and exposure, fetal alcohol syndrome, and maternal oral health
  • Uses evidence-based "5As" brief interventions (ask, advise, assess, assist, and arrange) to address smoking cessation during pregnancy
