The Bureau of Alternates is the working forum of the North American Forest Commission and advises Commissioners on current activities and future direction. The Bureau is comprised of senior forest service members from Canada, Mexico, and the United States. Biannually, the Bureau of Alternates meets to guide and oversee the working groups; evaluate progress of projects; commission analytical papers on emerging issues; and identify opportunities to advance cooperative objectives. Another key function of the BOA is to distribute information to its extensive network.

Every two years, the Chair of the Bureau of Alternates rotates; therefore, the Chair assumes the responsibility of interacting with individual Working Groups and reporting their activities to the Bureau. Here are the names of the country Alternates and FAO liaison to the Bureau:
