In September 1996, the Department of State formed a Strategic Planning Team and Senior Advisory Group to draft a Mission Statement and Strategic Plan for the Department of State. The Strategic Planning Team soon realized that it must also formulate an International Affairs Strategic Plan to establish a comprehensive framework for U.S. foreign policy goals. This plan does not refer to specific agencies, but rather defines national interests in terms of the security, prosperity, and values of the American people. Strategic goals establish a framework for promoting and defending these interests.

The Department of State Strategic Plan defines State's mission and roles in achieving the goals set out in the International Affairs Strategic Plan.
