Houston Manufacturing Company Agrees to Pay OSHA Penalties for Failing to Implement Safety Standards

DALLAS -- Cooper Manufacturing Corp., headquartered in Houston, has agreed to pay $80,000 in penalties for citations issued by the Occupational Health and Safety Administration for failing to implement a variety of safety standards.

The OSHA Houston north area office began its investigation May 23 when an employee, who was climbing a cable tray on a drilling rig at the company's manufacturing facility in Houston, fell about 30 feet because he was not using the appropriate fall protection equipment.

Cooper, which manufactures land-based drilling rigs and employs about 200 workers, was cited with a total of 18 safety and health violations. In addition to being cited for not enforcing the fall protection requirements, other alleged violations included failing to provide adequate storage of flammable liquids; failing to provide fire protection equipment; failing to provide fire control devices; failing to provide personal protection equipment and for not performing a workplace hazard assessment.

Cooper has agreed to hire a certified safety and health consultant to assist with a comprehensive audit of its safety and health programs.

"Employees, who are exposed to hazards that could cause serious injuries, falls or fatalities, must be protected," said John H. Lawson, OSHA Houston north area director. "In addition to a company's obligation to assure all work is completed in a safe manner, protecting workers is good business,"
