ARB BOARD MEMBERS



Madonna Cynthia Douglass, Chair

M. Cynthia Douglass served previously in the U.S. Department of Labor as Deputy Assistant Secretary in the Occupational Safety and Health Administration. As a senior policy advisor to the Environmental Protection Agency, she helped establish the Chemical Safety and Hazard Investigation Board. From 1984-1989, Ms. Douglass served as Administrator of the Research and Special Programs Administration at the U.S. Department of Transportation, which has responsibility for ensuring the safety of hazardous materials transportation and pipeline safety. Prior to joining the executive branch of the federal government, Ms. Douglass served as counsel to the U.S. Senate Committee on Commerce, Science and Transportation, where she helped draft several of the statutes over which the ARB has jurisdiction. From 1994-1999, Ms. Douglass was a senior executive with the Institute of Makers of Explosives, a safety organization, and the Steel Shipping Container Institute in Washington, D.C. Ms. Douglass holds a B.A. from the University of Kansas, and a J.D. from the Washburn University School of Law in Topeka, Kansas.

Oliver M. Transue, Member

Oliver M. Transue is an employment law specialist, arbitrator and former municipal court judge. He holds a B.A. from Yale University and a J.D. from the University of Arizona.Prior to joining the ARB, Mr. Transue was an employment arbitrator in Tucson, Arizona, where he arbitrated disputes concerning Arizona state employees involved in serious discipline and whistle blowing cases. From 1988-1992, Mr. Transue served as a municipal court judge pro tempore for the town of Oro Valley, Arizona.He also served as chief prosecutor for the city of Tucson, Arizona. Mr. Transue was a panelist with the American Arbitration Association and is a member of the American Bar Association Labor and Employment Law Section, Committees on Alternative Dispute Resolution in Employment and Labor Law, Equal Employment Opportunity and Federal Service Law. From 1981- 1986, Mr. Transue founded and managed OmniSport, Inc., where he negotiated contracts and served as counsel for several National Football League players.
