The Capital Allocation Division provides for the strategic direction and management of capital investment and leasing programs, capital allocation policy, and repairs and alterations programs. 

The capital investment and leasing programs supports the following portfolio objectives:

  • Optimizes Federal Building Funds (FBF) income, evaluates markets and risks in capital investment and leasing planning, positions the portfolio to meet the needs of GSA clients, and preserve the historical/cultural assets placed in GSA’s trust. 
  • Develops real property asset management policy. 
  • Provides interpretation or guidance on the policy. 
  • Develops implementing instructions and tools and conducts training. 
  • Provides program oversight and ensures consistent implementation. 
  • Analyzes and establishes priorities among capital investment proposals, including proposals for addressing court and border station requirements, based on contributions to the achievement of strategic portfolio objectives, availability of resources, risks, and other appropriate factors.
