World market prices for major food commodities such as grains and vegetable oils have risen sharply to historic highs of more than 60 percent above levels just 2 years ago. Many factors have contributed to the runup in food commodity prices. Some factors reflect trends of slower growth in production and more rapid growth in demand, which have contributed to a tightening of world balances of grains and oilseeds over the last decade. Recent factors that have further tightened world markets include increased global demand for biofuels feedstocks and adverse weather conditions in 2006 and 2007 in some major grain and oilseed producing areas. Other factors that have added to global food commodity price inflation include the declining value of the U.S. dollar, rising energy prices, increasing agricultural costs of production, growing foreign exchange holdings by major food importing countries, and policies adopted recently by some exporting and importing countries to mitigate their own food price inflation.
The organic sector has expanded rapidly over the last decade, as retail sales of organic food increased to $15.7 billion in 2006. As sales have grown, so have the number and types of outlets selling organic products. USDA’s Economic Research Service surveyed certified organic intermediaries in the United States to collect information on basic characteristics of the sector in 2004, as well as its marketing and procurement practices. This report uses the survey findings to present a baseline view of the organic handling sector. A large share of organic handlers are mixed operations that handle both organic and conventional products, and most began as conventional firms that converted to handling organic products. Most organic products are sold domestically, with nearly three-quarters sold nationally or regionally. More than three-quarters of the firms are independent, and most are small. Handlers seek suppliers with a reputation for providing high-quality products. Most transactions between handlers and suppliers occur under contract, reportedly so that handlers can procure ingredients essential for their businesses.

The Livestock and Meat Trade Data Set contains monthly and annual data for imports and exports of live cattle, hogs, sheep, and goats, as well as beef and veal, pork, lamb and mutton, chicken meat, turkey meat, and eggs. The tables report physical quantities, not dollar values or unit prices. Data on beef and veal, pork, and lamb and mutton are on a carcass-weight-equivalent basis. Breakdowns by country are included.
Provides a monthly update of year-to-date quantities and values of U.S. agricultural exports and imports. Also provides data on leading destination countries for exports and import source countries.
A futures-price forecasting model is used to provide season-average price forecasts for corn, soybeans, and wheat. In addition to the monthly forecasts for prices received, the model computes a forecast for the counter-cyclical payment rate for each commodity. The 2002 Farm Act provides for counter-cyclical payments when prices are below specified levels.

As more is learned about the impacts of foreign animal-disease outbreaks, questions arise regarding the efficacy of existing animal disease-impact models for capturing the array of effects across many economic sectors and time. Previous models lacked adequate treatment of either the economic components or the epidemiological components, and, in some cases, both. This report presents a quarterly livestock and crop modeling framework in which epidemiological model results are integrated with an economic model of the U.S. agricultural sector to estimate the economic impacts of outbreaks of foreign-source livestock diseases. The framework can be applied to many livestock diseases and this study uses the model to assess the results of a hypothetical outbreak of foot-and-mouth disease (FMD). Model results show large trade-related losses for beef, beef cattle, hogs, and pork, even though relatively few animals are destroyed. The best control strategies prove to be those that reduce the duration of the outbreak.
U.S. stone fruit production in 2008 is forecast down from a year ago, particularly for peaches, sweet and tart cherries, and apricots. A mid-April freeze caused widespread damage to stone fruit crops in major producing States. The lower production this year is putting upward pressure on most stone fruit prices.

Federal expenditures for USDA’s food assistance programs totaled almost $54.3 billion in fiscal 2007, over 2 percent more than in the previous fiscal year. This rise marked the seventh consecutive year in which food assistance expenditures increased and the fifth consecutive year in which they exceeded the previous historical record. The five largest food assistance programs—the Food Stamp Program, the National School Lunch Program, the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the Child and Adult Care Food Program, and the School Breakfast Program—accounted for 95 percent of USDA’s expenditures for food assistance. This report uses preliminary data from the Food and Nutrition Service to examine trends in the programs through fiscal 2007. It also discusses a series of recent ERS reports that compile evidence to help answer the question of whether the Food Stamp Program can do more to improve the food choices of participants.
The 2002 Farm Act required USDA to implement marketing loans for the 2002-07 crops of dry peas, lentils, and small chickpeas. This provision led to expanded acreage for dry peas and lentils, crops analyzed in this study. The analysis found that marketing loans played a role in expansion for dry peas in 2003-05 and for lentils in 2003. For dry peas and lentils, marketing loans contributed to acreage expansion in North Dakota and Montana. Simulation model results suggest that the marketing loans had negligible impacts on world prices for dry peas and lentils in 2003-05. Impacts on U.S. exports were minor, increasing by about 2 percent in 2003.
ERS's Consumer Data and Information Program (CDIP) is now accepting proposals for competitive grants in behavioral health economics research. The grant awards will support research on behavioral economic strategies to promote healthy eating and obesity prevention. Applications are due July 3, 2008.
