Department of State Compliance with E.O. 13422

On January 18, 2007, the President issued Executive Order 13422, “Amendment to Executive Order 12866 for Regulatory Planning and Review.” On that same day, the OMB Director issued a related document, the OMB Bulletin on Agency Good Guidance Practices (the GGP Bulletin). The primary focus of the Executive Order and the Bulletin is on improving the way the Federal government does business with respect to significant guidance documents – by increasing their quality, transparency, accountability, and coordination.  The definition of “significant guidance document” in section 3(h) of Executive Order 13422 and section I.4.b. of the GGP Bulletin excludes documents that pertain to the foreign affairs function of the United States.  

Members of the public should refer to this website to locate and review such guidance as has been issued by various components of the Department.  Members of the public having feedback or complaints about any guidance issued by the Department should contact the component that issued the guidance.  Any significant guidance documents generated by the Department in the future will be identified as such and posted on this site.
