PUBLIC COMMENTS AND RESPONSE

Comments from a July 16, 1993 letter.

Comment: In general, we find the assessment to be complete and agree with the assessment and conclusions. The assessment recommendations, however, need more specificity.

In regards to access restriction to the site, we would recommend barrier fences and proper posting since one of the pathways of contamination identified in the assessment includes direct contact with contaminated surface waters on the site.

Response: Risk management recommendations are made so that response options are not specified but are addressed by EPA and the responsible parties.

Comment: We also recommend that a plan be developed for the installation of down-gradient monitoring wells identified to be needed west of Circle Glen Drive. A monitoring program to include both residential and dedicated monitoring wells needs to be developed and implemented as soon as possible. It is our recommendation that monitoring be conducted on a quarterly basis for the monitoring wells, and annually for residential wells until the time that contaminants are detected off-site in the monitoring wells. At that point, monitoring should be expanded to quarterly at all residential wells and options pursued for the replacement of these wells by public water lines, or the development of a groundwater remediation program. These sampling programs should become a permanent part of the Picco-Hercules site monitoring.

Response: The specifics of the installation and monitoring of wells were not detailed in the recommendation section. PADOH has included the additional specificity of the recommendations as forwarded to us for their consideration.
