PROGRESS REPORTING.
To be considered for continuation funding, all active DOE EPSCoR
awardees (Implementation
Grants and EPSCoR-State/National Laboratory
Partnership Grants) are required
to file yearly Progress Reports that are reviewed by the EPSCoR
Program Office. If your Progress Report receives technical
approval from the DOE EPSCoR Program Office, your grant will
be recommended for continuation
funding pending appropriations, funding availability and
programmatic need.
The DOE EPSCoR Office will make the recommendation and request execution of continuation funding to
the DOE
Chicago Office. Please note that
the responsibility for the negotiation and other
administrative aspects of the grant resides in the Chicago Office while the review and evaluation of the
technical and scientific aspect of the work remains in the EPSCoR
Program Office at the Office of Basic Energy Sciences
(BES). The Department of Energy assumes no obligation until
the grant has been executed. All questions on funds
distributed should be directed to DOE Chicago
Office.

Instructions
for a DOE EPSCoR Progress Report.
2) Where and when to send your progress report:
To be considered for continuation funding on any EPSCoR
award (Implementation
Grants and EPSCoR-State/National Laboratory
Partnership Grants) a complete
progress report must be received at the DOE EPSCOR Program
Office (submitted to the EPSCoR program manager and copied
to the EPSCoR program administrator contact information)
no later than 90 days prior to end of your grants funding
cycle (e.g., if your grant received its first year funding
August 15, 2006 to August 14, 2007, your Progress Report is
due to the EPSCoR Program Office on May 14, 2007).
Figures in the report are encouraged.
3) In lieu of a third year progress report (Implementation
Grants and EPSCoR-State/National Laboratory
Partnership Grants) a Final Report
(see instructions below) is required. The final report will
include progress reporting data from the three-year grant
period and including the third-year Progress Report.
FINAL REPORTING. All DOE
EPSCoR Grants (Implementation
Grants and EPSCoR-State/National Laboratory
Partnership Grants) require a
Final Report no later than 90 days after the expiration
period of the award.

Instructions
for a DOE EPSCoR Final Report.
2) Where and when to send your final report:
As identified on the Federal Assistance Reporting Checklist,
DOE F4600.2 (DOE
forms) that was provided with your award, a Final Report
must be submitted electronically via the DOE Energy Link
System (E-Link) with the appropriate DOE Form 241.3.
E-Link will allow you to complete the form on line and which
can be accessed at
http://www.osti.gov/elink-2413. You may upload the
additional information required in the
Final Report form with the 241.3 on-line form. Your
final report must include all items listed above.
3) Acceptance of your Final Report:
The
EPSCoR Program Office will review the Final Report for
technical merit, requirements and acceptance. If the Final
Report is satisfactory and does not contain Unclassified
Controlled Nuclear Information (UCNI), U.S. export
controlled information, or classified information, the
EPSCoR Program Office will approve and grant technical
clearance of your Final Report, and request execution of
close-out of your award to DOE Chicago Operations Office.
When a Final Report is not satisfactory or contains UCNI,
the DOE EPSCoR Program Office may not accept the report or
request resubmission of the report, and the grant will not
be closed-out. This may prevent eligibility for future
