97.098 DISASTER DONATIONS MANAGEMENT PROGRAM

AUTHORIZATION
The Homeland Security Act of 2002, 6 U.S.C. 111 et seq., as amended; Federal Grant and Cooperative Act, as amended, 41 U.S.C. 501 et seq.; Federal Program Information Act, 31 U.S.C. 6101-6104; and Federal Financial Assistance Management Improvement Act of 1999, Public Law 106-107, 113 Stat. 1486, see 31 U.S.C. 6101.

OBJECTIVES
To distribute technology solutions to State and local government and voluntary agencies throughout the country prior, to a major event, through the Aidmatrix Foundation/FEMA partnership. This will allow end-users to incorporate technology solutions into their planning, increasing their capacity to respond quickly and effectively once a disaster occurs.

USES AND USE RESTRICTIONS
The program will enable government and voluntary agencies to create visibility and establish logistical tracking resources/source locations for donated items, services, and volunteers; and facilitate a match between those resources and needed assistance. Length and Time Phasing of Assistance
Grants are awarded for the total dollar amount, but the release of the funds is on an as needed basis. The initial performance period shall not exceed 12 months. Awards are subject to the Cash Management Improvement Act for payment and/or reimbursement of expenditures. Refer to program guidance for further information.

Reports
Grantees are required to submit quarterly financial and performance reports. Quarterly "Progress Reports" must include the progress of each sub-grant award. Reports are due 30 days after the end of each quarter: Jan. 30, April 30, July 30, and Oct. 30. Final financial and performance reports are due 90 days after the expiration or termination of grant award.

Audits
In accordance with the provisions of OMB Circular A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular A-133. These audits are due to the cognizant Federal agency not later than 9 months after the end of the grantees fiscal year.

Records
Grant records include financial and programmatic records, supporting documents, statistical records, and other records of recipient which are required to be maintained by 44 CFR Part 13.42, program regulations or the grant agreement. Grant records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.
