AUTHORIZATION
Carl D. Perkins Career and Technical Education Act of 2006, Section 117, Public Law 109-270, 20 U.S.C. 2327.

OBJECTIVES
To make grants to tribally controlled postsecondary vocational and technical institutions to provide career and technical education services and basic support for the education and training of Indian students.

TYPES OF ASSISTANCE
Project Grants.

USES AND USE RESTRICTIONS
Funds may be used to train teachers, purchase equipment, provide instructional services, and provide institutional support. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under CFD 76.563. Applicant Eligibility
A tribally controlled postsecondary career and technical institution that: (1) Is formally controlled, or has been formally sanctioned or chartered, by the governing body of an Indian tribe or Indian tribes; (2) offers a technical degree or certificate granting program; (3) is governed by a board of directors or trustees, a majority of whom are Indians; (4) demonstrates adherence to stated goals, a philosophy, or a plan of operation, that fosters individual Indian economic and self-sufficient opportunity, including programs that are appropriate to stated tribal goals of developing individual entrepreneurships and self-sustaining economic infrastructures on reservations; (5) has been in operation for at least 3 years; (6) holds accreditation with or is a candidate for accreditation by a nationally recognized accrediting authority for postsecondary vocational and technical education; (7) enrolls the full-time equivalent of not less than 100 students, of whom a majority are Indians; and (8) receives no funds under the Tribally Controlled College or University Act of 1978 or the Navajo Community College Act.

American Indians and Native Alaskans will benefit.

Credentials/Documentation
Legal signature by a designated official on the application is required. Costs will be determined in accordance with OMB Circular No. A-21 for educational institutions.

Preapplication Coordination
This program is excluded from coverage under E.O. 12372. The standard application forms as furnished by the Department of Education and required by OMB Circular No. A-102 must be used for this program. Application notices are published in the Federal Register.

Application Procedure
Applications must be prepared and submitted to the Department of Education in accordance with program announcements and established deadlines as published in the Federal Register.

Award Procedure
Applications are reviewed in accordance with regulations in 34 CFR Part 75.

Range of Approval/Disapproval Time
Approximately 120 to 150 days after deadline for transmitting applications.

Formula and Matching Requirements
This program has no statutory formula or matching requirements.

Length and Time Phasing of Assistance
The total project period may not exceed five years.

Reports
Financial status and performance reports as required by the Department of Education General Administrative Regulations, 34 CFR 75.720 must be maintained. Specific reporting requirements are contained in the award document.

Audits
Periodic audits should be made as part of the recipient's systems of financial management and internal control to meet the terms and conditions of grants.

Records
In accordance with Section 443 of the General Education Provisions Act, grantees must maintain records for three years.

(Grants) FY 07 $7,366,000; FY 08 est $7,546,000; and FY 09 est $0.

Range and Average of Financial Assistance
In FY 08, awards ranged from $2,879,000 to $4,483,000.

PROGRAM ACCOMPLISHMENTS
Two awards were made in FY 06. The recipients served the full time equivalent of 2,300 Indian students in school year 2006-07.

Navajo Technical College, Crownpoint, New Mexico, and United Tribes Technical College, Bismarck, North Dakota, have received grants. Funds have been used by grantees to train teachers; to purchase equipment; to provide instructional services, child care, and other family support services; to provide student stipends; and to provide institutional support.
