| OBJECTIVES |
| To make grants to tribally controlled postsecondary vocational and technical institutions to provide career and technical education services and basic support for the education and training of Indian students. |

| USES AND USE RESTRICTIONS |
| Funds may be used to train teachers, purchase equipment, provide instructional services, and provide institutional support. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under CFD 76.563. | Applicant Eligibility |
| A tribally controlled postsecondary career and technical institution that: (1) Is formally controlled, or has been formally sanctioned or chartered, by the governing body of an Indian tribe or Indian tribes; (2) offers a technical degree or certificate granting program; (3) is governed by a board of directors or trustees, a majority of whom are Indians; (4) demonstrates adherence to stated goals, a philosophy, or a plan of operation, that fosters individual Indian economic and self-sufficient opportunity, including programs that are appropriate to stated tribal goals of developing individual entrepreneurships and self-sustaining economic infrastructures on reservations; (5) has been in operation for at least 3 years; (6) holds accreditation with or is a candidate for accreditation by a nationally recognized accrediting authority for postsecondary vocational and technical education; (7) enrolls the full-time equivalent of not less than 100 students, of whom a majority are Indians; and (8) receives no funds under the Tribally Controlled College or University Act of 1978 or the Navajo Community College Act. |

| Credentials/Documentation |
| Legal signature by a designated official on the application is required. Costs will be determined in accordance with OMB Circular No. A-21 for educational institutions. |
| Preapplication Coordination |
| This program is excluded from coverage under E.O. 12372. The standard application forms as furnished by the Department of Education and required by OMB Circular No. A-102 must be used for this program. Application notices are published in the Federal Register. |

| Applications must be prepared and submitted to the Department of Education in accordance with program announcements and established deadlines as published in the Federal Register. |

| Applications are reviewed in accordance with regulations in 34 CFR Part 75. |

| The total project period may not exceed five years. |
| Reports |
| Financial status and performance reports as required by the Department of Education General Administrative Regulations, 34 CFR 75.720 must be maintained. Specific reporting requirements are contained in the award document. |
| Audits |
| Periodic audits should be made as part of the recipient's systems of financial management and internal control to meet the terms and conditions of grants. |

| In accordance with Section 443 of the General Education Provisions Act, grantees must maintain records for three years. |

Funds have been used by grantees to train teachers; to purchase equipment; to provide instructional services, child care, and other family support services; to provide student stipends; and to provide institutional support. |
