AUTHORIZATION
America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act, 2007, Sections 6113 and 6114.

OBJECTIVES
To award grants to develop and implement programs that provide courses of study in science, technology, engineering, mathematics or critical foreign languages that are integrated with teacher education and lead to a baccalaureate or master's degree with concurrent teacher certification in one of the specified fields.

TYPES OF ASSISTANCE
Project Grants (Discretionary).

USES AND USE RESTRICTIONS
To plan, develop, and carry out allowable activities that will increase the number of teachers receiving baccalaureate or master's degrees and being certified in the areas of science, technology, engineering, mathematics and critical foreign languages.

Applicant Eligibility
An institution of higher education that receives a grant on behalf of a department of science, technology, engineering, mathematics, or a critical foreign language, or on behalf of a department or school with a competency-based degree program (in science, technology, engineering, mathematics, or a critical foreign language) that includes teacher certification.

Beneficiary Eligibility
An institution of higher education that receives a grant on behalf of a department of science, technology, engineering, mathematics, or a critical foreign language, or on behalf of a department or school with a competency-based degree program (in science, technology, engineering, mathematics, or a critical foreign language) that includes teacher certification.

Credentials/Documentation
Potential grantees must electronically submit an application responding to the selection criteria for the program adhering to specific formatting requirements. Applicants must describe in detail how the grant will be administered as well as how the grant activities will produce highly qualified teachers in the specified content areas.

Preapplication Coordination
The program is eligible for coverage under Executive Order 12372, "Intergovernmental Review of Federal Programs." An applicant should consult with the office or official designated as the single point of contact in his/her state for more information on the process the state requires to be followed in applying for assistance, if the state has selected the program for review.

Application Procedure
Each institution must submit an application covering up to five years of program implementation.

Award Procedure
Applications are reviewed for quality and compliance with statutory and regulatory requirements. Awards will be made in rank order to those institutions scored highest by a panel of reviewers.

Deadlines
Deadlines will be determined and published in a Federal Register Notice as well as in the application booklet.

Range of Approval/Disapproval Time
An applicant is notified of award status within 60 days of the competition.

Formula and Matching Requirements
Matching requirement 50 percent for each year of the grant.

Length and Time Phasing of Assistance
None.

Reports
Grantees are required to submit an annual performance report on or about May 15 of each fiscal year so that the Department may determine whether substantial progress was made and a continuation award is warranted. A final report is required upon termination of funding.

Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 23, 2003), "Audits of States, Local Governments and Nonprofit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in federal awards will have a single or program specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in federal awards are exempt from federal audit requirements for that year, except as noted in Circular No. A-133.

Records
Grantees must maintain appropriate records pertaining to grant funds, compliance and project performance, for three years after the completion of activities for which the grant or subgrant funds were used. This documentation should be sufficient to establish fiscal accountability and facilitate an effective audit.
