34.002 LABOR MANAGEMENT COOPERATION

AUTHORIZATION
Labor-Management Cooperation Act of 1978, Title VII, Section 6, Public Law 95-524, 29 U.S.C. 175a.

OBJECTIVES
To support the establishment, expansion, and activities conducted by plant, area, and industry joint labor-management committees in order to improve labor-management relations, employment security, economic development, organizational effectiveness, and productivity.

TYPES OF ASSISTANCE
Project Grants.

USES AND USE RESTRICTIONS
Grants are used only to create new or expand existing joint labor-management committees where recognized collective bargaining agreements exist at the company/plant, area, public sector and industry-wide levels (as applicable) and where both labor and management agree to the establishment or expansion.

Applicant Eligibility
Private, nonprofit labor-management committees; a labor organization/private company or public agency applying jointly to create or expand a committee; private, nonprofit entities with labor relations experience on behalf of either of the two preceding examples.

Beneficiary Eligibility
Private nonprofit labor-management committees; labor organizations/private companies or public agencies seeking jointly to create or expand a committee.

Credentials/Documentation
Evidence of the existence of a current collective bargaining agreement and of joint commitment to the project by both labor and management.

Preapplication Coordination
None. However service staff are available for informal consultation or advice. This program is excluded from coverage under E.O. 12372.

Application Procedure
We will accept Applications beginning May 1, 2007 and continue to do so until July 31, 2008, or until all FY 2007 grant funds are obligated. Award Procedure
All FY 2007 grant applicants will be notified of results and all grant awards will be made before September 30, 2008.

Deadlines
Fiscal Year 2007 applications will be accepted beginning May 1, 2007, and continue to do so until July 31, 2008, or until all Fiscal Year 2007 grant funds are obligated.

Range of Approval/Disapproval Time
For fiscal year 2007, the range is before September 30, 2008.

Appeals
Administrative review by the Director of the Service; hearings held by the Service.

Renewals
No Continuation grants were available for Fiscal Year 2006. Continuation grants are projected to be available for Fiscal Year 2007.

Formula and Matching Requirements
In fiscal year 2007, dollars only, no in-kind or project income contributions.

Length and Time Phasing of Assistance
In fiscal year 2007, generally between 12 and 18 months. Grant fund advances no more often than monthly for the following month. Reimbursements upon request. Funds are issued via Electronic Funds Transfer(ETF).

Reports
During the life of the grant: quarterly narrative, milestones and financial reports. After the grant: within 90 days of grant expiration an evaluative summary of accomplishments and or failures. Formal evaluations are negotiable.

In accordance with applicable Office of Management and Budget Circulars.

(Grants) FY 06 est $396,000; FY 07 est $396,000; and FY 08 est $0.

Range and Average of Financial Assistance
$65,000 for company/plant or single department public sector applicants; up to $125,000 for area, industry, and multi-department public sector committee applications.

PROGRAM ACCOMPLISHMENTS
Since 1981, the program has provided partial financial support for the establishment and an expansion of over 352 labor-management committees in 36 States, the District of Columbia, and the U.S. Virgin Islands. The program issues about five grants per fiscal year.

CRITERIA FOR SELECTING PROPOSALS
Applicant need, measurable goals, practicality of approach, commitment of appropriate parties, cost benefit and effectiveness; overall feasibility.
