| AUTHORIZATION |
| Section 439 of the Social Security Act (available at http://www.acf.hhs.gove/programs/fysb/pssf2001.pdf), as amended by the Child and Family Services Improvement Act of 2006 (Public Law 109-288). Authority to provide the Demonstration Grant for Mentoring Children of Prisoners Vouchers Program is authorized by (Public Law 109-288), the Child and Family Services Improvement Act of 2006. This legislation reauthorizes and amends a number of key child and family services programs under title IV-B of the Social Security Act, notably the Promoting Safe and Stable Families program under subpart 2 of title IV-B. |
| OBJECTIVES |
| To provide competitive grants to applicants in areas with significant numbers of children of prisoners to support the establishment and operation of programs using a network of public and private entities and to provide mentoring services for these children. |

| USES AND USE RESTRICTIONS |
| Provide mentoring and support services to urban and/or suburban populations with substantial numbers of children with incarcerated parents. |
| Applicant Eligibility |
| Those eligible to apply for funding under this grant competition include applicants in areas where there are substantial numbers of children of prisoners. Applicants must establish or expand and operate programs using a network of public and private entities to provide this mentoring. This includes any State or local government unit, Tribe and Tribal organization, private nonprofit, community and faith based groups. |
| Beneficiary Eligibility |
| Children of prisoners ages 4 through 18 will benefit. |
| Credentials/Documentation |
| Nonprofit organizations must submit proof of nonprofit status. Applicable costs and administrative procedures will be determined in accordance with Public Law 107-133. |
| Preapplication Coordination |
| Consultation or assistance is available from the Family and Youth Services Bureau (FYSB), Administration for Children and Families, Department of Health and Human Services. The standard application forms furnished by DHHS and required by OMB Circular No. A-102 must be used for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the Single Point of Contact (SPOC) in his or her State for more information on the process. (NOTE: State/territory participation in the intergovernmental review process does not signify applicant eligibility for financial assistance under a program. A potential applicant must meet the eligibility requirements of the program for which it is applying prior to submitting an application to its SPOC). |

| Award Procedure |
| All applicants are reviewed by a panel of nonfederal experts which assigns scores according to published criteria. The panel's scores are factored into the recommendations for funding. Scores and recommendations are reviewed by the Associate Commissioner of the Family and Youth Services Bureau, who makes the recommendations to the ACYF Commissioner, who makes the final funding decision. |

| Renewals |
| Awards are generally made for 3-year project periods, funding for the second and third years depend upon satisfactory performance and availability of funds. |
| Formula and Matching Requirements |
| Grantee must provide a nonfederal share or match of at least 25 percent of the total project budget in the first and second years of the project. In the third year, the grantee must provide a nonfederal share or match of at least 50 percent of the total project budget. The nonfederal share may be met by cash or in-kind contributions although applicants are encouraged to meet their Federal match requirements through cash contributions. There is no match requirement for the Mentoring Children of Prisoners Voucher Program. |
| Length and Time Phasing of Assistance |
| Grants will be awarded for a period of 36 months with 12 month budget periods. |
| Reports |
| Applicants must submit quarterly reports and agree to submit other required program and financial reports, as instructed by FYSB. |
| Audits |
| Audits are conducted in accordance with the requirements in 45 CFR 74 and 92. |
| Records |
| All financial records are to be maintained for 3 years after termination of the project or until audit is completed, whichever occurs first. |

| Grants will range from $100,000 to $1,000,000 depending on the scope of the project. |

| In fiscal year 2007, 219 grants were awarded to Urban/Suburban and Rural/Tribal grantees. It is anticipated that 219 grants will be awarded in fiscal years 2008 and 188 grants will be awarded in 2009. |
