| Elementary and Secondary Education Act of 1965, as amended, Title IV, Part B. |
| OBJECTIVES |
| To create community learning centers that provide academic enrichment opportunities for children, particularly students who attend high-poverty and low-performing schools. The program is intended to help students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that should complement their regular academic programs; and offers literacy and other educational services to the families of participating children. |

| USES AND USE RESTRICTIONS |
| Projects funded under this program must be for the purpose of meeting the needs of the residents of rural and inner city communities, through the creation or expansion of community learning centers. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under 34 CFR 76.564-76.569. | State Departments of Education are eligible for funds under this program. |
| Beneficiary Eligibility |
| Residents of all ages within the communities served by the learning centers will benefit, with a focus on school-aged children. |

| This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or the official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review. |

| Formula and Matching Requirements |
| Funds are allocated to States in proportion to each state's share of funds in the previous fiscal year under Part A of Title I of the ESEA, except that no state may receive less than 0.5 of 1 percent of the amount available to states. |

| Audits |
| In accordance with the EDGAR, Appendix to 34 CFR 80, State and local governments that receive financial assistance of $100,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $100,000 within the State's fiscal year shall have an audit made in accordance with the Appendix to Part 80, or in accordance with Federal laws and regulations governing the programs in which they participate. |

| EXAMPLES OF FUNDED PROJECTS |
| The program aims to support local communities in providing students, particularly students who attend schools that have been identified as in need of improvement, under Title I, with after-school care and academic enrichment that reinforces classroom learning. |
| CRITERIA FOR SELECTING PROPOSALS |
| The criteria for selecting proposals under this program include the extent of need for the project, quality of project design, management plan, project and evaluation plan, and adequacy of the resources. (See 34 CFR 75.210 for details.) |
