Modifications in Malaria Operational Plan for FY07

Additional funding for the President’s Malaria Initiative has been allocated under a Continuing Resolution from Congress for the remainder of FY07. USAID Malaria Programs were allotted $248 million ($25 million above the President’s 2007 request) to allow the Agency to expand its bilateral global malaria initiative activities from the current three countries to seven. Country programs will expand access to long-lasting insecticide treated bednets and indoor residual spraying, promote and support effective malaria treatment through the use of proven combination therapies, and increase prevention efforts targeted to pregnant women. With the additional funding FY 2007 Malaria Operational Plans (MOPs) will be updated. Revised MOPs will be posted soon.

As a result of experiences during the past year, several changes were made in the tables in the annex of the Malaria Operational Plans (MOPs) for FY07:

  • Table 1Timeline of Activities — unchanged

  • Table 2Planned Obligations — unchanged

  • Table 3Assumptions and Estimated Coverage Levels — unchanged

  • Table 4Estimated Budget Breakdown by Intervention — This table has been changed as it was extremely difficult to accurately apportion the funding for each of the four major interventions (ITNs, IRS, case management, IPTp) and M&E into commodities, salaries, services, technical assistance, etc., before contracts/grants had been awarded and the activities implemented. Therefore, the new table 4 has been simplified to show a breakdown by intervention and type of activity into two categories: "Commodities" and "Other."

  • Table 5Budget Breakdown by Partner — unchanged

  • Table 6Global Fund Grant Status by Intervention — This table has been eliminated from the Year 2 MOPs as it was found to be to difficult to obtain accurate and up-to-date information on expenditures of Global Fund grants by each intervention.

  • Table 7Private Sector Contributions by Intervention — This table has been eliminated from the Year 2 MOPs. Many PMI countries had no major private sector donors and it was found to be much easier to include information about private sector contributions to malaria control in the text of the MOP.

  • Table 8Monitoring and Evaluation Plan — This table has been eliminated from the Year 2 MOPs as it was found to be too confusing with a mix of individual indicators and surveys. It was also not useful for in-country implementation because of variations from one country to another in the type and quality of information available.
