Clearfield Successfully Captures Millions of Dollars in Federal and State Grants

grants1.jpgTo help keep Clearfield residents’ taxes low, Clearfield City aggressively pursues federal and state grants for numerous projects throughout the city. The city’s successful efforts these past few years now add up to millions of dollars that are being used to develop trails and bridges as well as do economic development in our downtown area and provide needed equipment for our police department.

“The grants we go after are for projects that have been prioritized and approved by Council that the city would have to spend its own money on if the grant money didn’t materialize,” explained Chris Hillman, Clearfield City Manager. “The city tries to capture all the available grants possible, which in turn saves our city taxpayers money. The grant money the city receives is adding up to literally millions of dollars for city projects.”

Federal grant dollars come in two forms: direct grants, in which the city applies directly to the federal government for a grant, and pass-through grants in which the state applies to the federal government for a grant, receives the grant, and then passes the federal monies on to applicants, such as Clearfield City. An earmark, or direct appropriation grant, which is a type of direct grant, is a grant that is appropriated by Congress prior to a peer review. The awards, or “earmarks,” are written into the legislation specifically with the grant applicant’s name, activity and dollar amounts.

Municipal 101 - Davis School District

davis_school.jpgIn 2007, according to research conducted by the Manhattan Institute* which looked at the 100 largest school districts in the U.S., Davis School District had the number one high school graduation rate in the country!

“That speaks volumes to the parental support that our students and schools receive,” commented Chris Williams, Davis School District’s Community Relations Director.

“Whenever I receive calls from people outside the state who are considering moving to our area they always ask me which of our schools is best,” said Williams. “I tell them that we don’t rank our schools. We have professional educators in all of our schools, many of them veteran teachers. I tell them to live where they can afford to live, and when they enroll their children in one of our schools I encourage them to establish a relationship with their child’s teacher; to be involved with your child’s education. Our teachers have a passion for education and they want to see their students succeed; and parents want their children to succeed. We all have the same goal.”
