According to the Gulf of Mexico Alliance, "the economy and quality of life in the coastal communities of Florida, Alabama, Mississippi, Louisiana, and Texas are intricately tied to the coast and the marine resources that exist there. However, increasing land development, pollution, recreational use and commercial activities are continuing to threaten the sustainability of these resources. To better manage these important assets, it is necessary that the states begin laying the groundwork for improved ecosystem-based management. In order to do so, each state must identify and characterize the types and extent of habitats that exist in their coastal waters."

Priority Habitat Information System (PHINS)

The Priority Habitat Information System (PHINS) is a State/Federal partnership intended to provide users with habitat information and foundation geospatial data supporting implementation of the Gulf of Mexico Alliance Governor's Action Plan. The foundation of all habitat information provided by PHINS is based on Federal Geographic Data Committee (FGDC) Metadata.

PHINS consists of the:

Digital Library- a web-based data access and delivery system for data, reports, imagery, posters, presentations, and synthesis products related to the Gulf of Mexico Alliance, and

Map Viewer- which generates online maps from data stored at participating agencies. The Viewer includes tools for navigating data, viewing and querying data attributes, overlaying layers, and printing maps.
