14. RESPONSES TO TECHNICAL QUESTIONS
1. Question: The RFP makes a reference in section F.3 Level of Effort that it is estimated that it will require between 16 to 17 professional person years for the base period of 24 months - does this equate to 8 to 8.5 professional person years for each year of the two year contract?
Answer: The level of effort for the 24-month base period is 16 to 17 professional person years. A professional person year is estimated to be between $90,000 and $100,000. The level of effort an offeror devotes to each of the 12 months in the base period is the business decision of that offeror.
2. Question: Section H.2 Fringe Benefits - does this imply that we may include cost for benefits on top of the projected base rates listed in F.3
Answer: This is a cost reimbursement contract. Offerors are required to submit a Business Management Proposal as specified in Section L.9 of the RFP. The level of effort is inclusive of all costs itemized in Attachment J.2 - Cost and Price Analysis, ETA 8555.
3. Question: Do we need to include in the proposal our expected fees for the option years?
Answer: Yes.
4. Question: I've been reading the RFP listed in the subject line and cannot tell which programs are within the scope of the contract: Are ALL of the types of foreign labor applications, e.g. H-1B, H-1C, etc. going to be used in this contract or will only a selection be used. If only a selection, which programs are covered?
Answer: The only applications that RFP-DCS-03-34 refers to are the permanent labor certification applications.
