STCW - Deployment of Performance Measures

Various documents are available on this page concerning the establishment of STCW mandated mariner performance measures within the United States. The 1995 STCW amendments require that candidates for certification as mariners must establish their professional competence in a wide range of subjects depending on the functions they will be performing and the level of responsibility they will have on a seagoing ship. The STCW amendments include standards of competence in the form of tables which identify areas of knowledge, understanding and proficiency which must be demonstrated, and describe general criteria for assessing whether an individual meets the standard.

In response to industry concerns and suggestions the Coast Guard established a network of work groups to develop the performance measures. These groups are focusing on specific competencies under STCW with the aim of generating draft national performance measures for further consideration by industry. The Coast Guard, through its Merchant Personnel Advisory Committee, is coordinating these work groups by identifying participants by suggesting areas of focus for each group and by providing guidance to promote consistency among the various work groups.

As the work groups finish their drafts of the proposed performance measures the drafts will be posted in this site as well as in the Federal Register. Once posted, the proposed measures will be available for public comment, after which, the Coast Guard will consider all comments, adjust the performance measures as needed, and then repost them and in the Federal Register.
