There are several sources of policy and guidance concerning STCW implementation and enforcement beyond the STCW Code or U.S. Code of Federal Regulations. All of these sources are geared towards expanding upon the requirements of STCW.

Navigation and Inspection Circulars (NVIC’s) – NVIC’s are used to publish policy covering the broad spectrum of marine and navigational safety requirements that the Coast Guard oversees. Below, you will find a listing of links to the current NVIC’s (in descending order) that deal mainly with STCW issues:

National Maritime Center Policy and Guidance Letters – The Coast Guard National Maritime Center (NMC) manages, coordinates, and administers programs and maintains records for merchant mariner licensing and seaman documentation. In addition, the NMC publishes Policy Letters and guidance to clarify merchant mariner issues. The majority of the guidance currently published by the NMC deals with streamlining STCW implementation efforts in the United States. Click here to link to the NMC’s Policy and Guidance page.

Coast Guard Marine Safety Manual (MSM) – The MSM is another source to find additional guidance on marine safety issues. Volume III, Marine Industry Personnel, deals with U.S. mariner issues and also has some additional STCW guidance. Click here to connect to the MSM to find Volume III and all other volumes.
