Payroll tax grouping rules may be seen as an anti-avoidance measure designed to ensure that employers cannot reduce their payroll tax liability merely by having employees engaged in their business employed by a different entity. Broadly, where employers are grouped, one group member, the designated group employer, claims the exemption threshold and the remaining group members must pay a flat rate of payroll tax.
